Abstract
Стаття присвячена дослідженню впливу реформування місцевого самоврядування на сільський розвиток та зайнятість сільського населення. Проаналізовано законодавство з децентралізації влади в Україні. Виявлено основні загрози його застосування сільському розвитку. Запропоновано заходи запобігання виявлених загроз.
The article highlights the changes in the legal framework of local government, the study of their impact on the level of rural employment, rural development detection and studies measures to prevent these threats in restructuring local government and territorial organization of power. The study shows that the main threats of reform are: rising unemployment, falling incomes of farmers, worsening access to and quality of basic social services, and the decline in quality of life, destruction of small villages, rural decline and others. To avoid negative consequences we must take the following measure: implement national practice in self-progressive norms of European law; conduct extensive information and educational work among the rural population on the benefits of the association; conduct training officials of local councils on the procedure of the association; build traffic, equip towns with the electronic services; introduce pilot projects of territorial communities; to ensure public control over local government.
Статья посвящена исследованию влияния реформирования местного самоуправления на сельское развитие и занятость сельского населения. Проанализировано законодательство по децентрализации власти в Украине. Выявлены основные угрозы его применения для сельского развития. Предложены меры по предотвращению выявленных угроз.
