Abstract
У статті узагальнені результати вивчення думки роботодавців щодо першочергових напрямків легалізації тіньової зайнятості в Україні, дана їх оцінка та розглянуті можливості впровадження комплексу заходів щодо зменшення впливу тіньової економіки й тіньової зайнятості на соціально-економічну ситуацію у державі.
The main objective of the paper is to identify effective ways of legalization of shadow employment and to form the basis of the state strategy to fight against the underground economy and informal employment. The paper summarizes the results of study of the employers’ opinions on priority areas of legalization of shadow employment in Ukraine. Analytical estimates suggest that the most significant factors of shadowing the national economy and employment include: inconsistency and duplication of legislative and regulatory and administrative framework in some sectors; ineffectiveness of organizational and institutional mechanisms for anti-corruption legislation; imperfection of the judicial and law enforcement systems; inefficient tax administration and a high tax burden on business; high crime; outdated labor legislation that does not include current trends in the labor market; poverty population and ineffectiveness of social reform; lack of historical practice compliance standards and moral law-abiding behavior during the economic activities and taxes on entities and individuals. The author assesses the results of the survey and considers the possibility of implementation of measures to reduce the impact of the shadow economy and shadow employment of the socio-economic situation in the country.
В статье обобщены результаты изучения мнения работодателей относительно первоочередных направлений легализации теневой занятости в Украине, дана их оценка и рассмотрены возможности внедрения комплекса мероприятий по уменьшению влияния теневой экономики и теневой занятости на социально-экономическую ситуацию в государстве.
