Abstract
У статті розглянуто теоретичну базу здійснення публічних закупівель, визначено основні поняття, якими оперуються при їх здійсненні, з'ясовано роль закупівель в економіці країни, наведена класифікація. Виявлено основі принципи європейської практики при здійсненні публічних закупівель. У зв'язку з тим, що система закупівель має значний вплив на економіку держави розглянуто стратегічну, інноваційну, контрольну, соціальну, регулюючу, стимулюючу функцій держави, на які спрямовані закупівлі. Для систематизації інформації про діючу систему публічних закупівель в Україні та для здійснення її подальшого аналізу розглянута її організаційна модель.
The article discusses the theoretical basis of public procurement, the basic concepts, which are operated in carrying out public procurement, the role of procurement in the economy. The principles of european public procurement practice are revealed: transparency; accountability and compliance procedures; open and effective competition; non-discrimination; justice. Due to the fact that the system of procurement has a significant impact on the economy of the state is considered a strategic, innovative, control, social, regulatory, stimulating functions of the state, aimed at public procurement. The classification of public procurement is based on the following criteria: according to the geography of the bidding- state and international; the expected value thresholds- above thresholds (open tender, negotiated procedure and competitive dialogue) and below the thresholds (below the thresholds procurement and report); model of purchases- centralized, decentralized and mixed; by the subject of procurement- there are purchases of goods, works and services.
