Abstract
Узагальнено парадигмальні засади та визначено передумови й чинники
формування глобального науково-освітнього простору, окреслено його
інтелектуально-ресурсний вимір. Визначено теоретичні засади науково-освітнього
виміру економіки знань та процесів глобалізації інтелектуального капіталу.
Досліджено характер та механізми конкурентної боротьби на глобальному науковоосвітньому ринку, а також розкрито глобальні та регіональні детермінанти розвитку
науково-освітньої сфери України.
Досліджено науково-освітню конкуперацію, ідентифіковано ресурси та
механізми глобального лідерства на ринку науково-освітніх послуг, проаналізовано
закономірності й особливості секторально-галузевого виміру розвитку науковоосвітнього простору. Особливу увагу зосереджено на аналізі трансформацій
національних стратегій науково-освітньої діяльності, її впливу на регіональний
розвиток, на побудові та дослідженні конкурентних карт світового науковоосвітнього ринку. Висвітлено місію університетів у забезпеченні сталого розвитку,
роль освітньої дипломатії, значення науково-освітнього державно-приватного
партнерства, як детермінант міжнародної конкурентоспроможності.
Проаналізовано інтернаціоналізацію науково-освітньої діяльності України,
сформульовано концептуальні засади реалізації національного інтересу в світовому
науково-освітньому просторі та обґрунтовано інтеграційні механізми нарощування
вітчизняного науково-освітнього потенціалу.
The research focuses on paradigmatic foundations of a global scientific and educational space, study of the nature and mechanisms of competition on the global
scientific and educational market as well as the identification of global and regional
determinants of development of the scientific and educational sphere of Ukraine. The
paper systematizes theoretical basis of scientific and educational dimension of the
knowledge economy and globalization processes of intellectual capital, defines conditions
and factors shaping the global scientific and educational area and outlines the intellectual
resource dimension of scientific and educational area. The author provides reasoning for
interpretation of scientific and educational area as economic, social, intellectual,
infrastructural, geographical and institutional network and space. Student and other
academic mobility, massification, national interests etc. have been defined within
competitive challenges that universities and university systems face nowadays in terms of
internationalization of activities, globalization of markets and scientific-educational space.
Author investigated scientific and educational coopetition, identified resources and
mechanisms of leadership on global market for scientific and educational services,
analyzed the patterns and features of industry-sectoral dimension of scientific and
educational area. National intellectual property protection systems are addressed as those
that deal with codified knowledge and universities as those that deal both with tacit and
explicit knowledge. University patenting and intellectual property commercialization
activities have been analysed. Author argues importaint role that universities play in
national competency-based models in education and business. Various models of
university-idustry partnership are revealed among factors of their national and global
competitiveness. There is a classification of types of competition that universities are
involved in offered in the paper.
Special attention is focused on the analysis of national strategies of transformation of
scientific and educational activities, impact of research activity on regional development,
construction and research of competitive maps of global scientific and educational market.
Correlation linkages between time factor, R&D investments, global competetivness
components and per capita GDP have been analysed. International rankings of universities
and education systems are reviewed and criticized as instruments of identification of
competitive positions and market stratification.
National and international university and program accreditation requirements have
been researched as part of quality assurance mechanism in higher education sector. The
research reveals university’s mission in supporting global and national sustainable
development, role of educational diplomacy in the system of long-term competitive
advantages, the value of scientific and educational public-private partnerships among
determinants of international competitiveness.
The thesis analyzes the internationalization of scientific and educational activities of
Ukraine, discloses conceptual basis of realization of the national interests in the global
scientific and educational space and provides reasonable integration mechanisms for
enlargement of the national scientific and educational potential. Author argues a concept
of formation of national intellectual capital.
