Abstract
Основними завданнями військ зв’язку та кібербезпеки Збройних Сил України є: організація планування розгортання та нарощування, забезпечення функціонування системи зв’язку та інформаційних систем, систем бойового управління та оповіщення в мирний час, в особливий період, в умовах надзвичайного та воєнного стану; організація взаємодії з іншими складовими сил оборони, Національним центром оперативно-технічного управління телекомунікаційними мережами України та операторами електронних комунікацій (операторами зв’язку) з питань забезпечення зв’язком у ході виконання спільних завдань з оборони держави; створення (розгортання) єдиного інформаційного середовища Збройних Сил України з використанням сервісно-орієнтованої архітектури; надання сервісів зв’язку для забезпечення функціонування єдиного інформаційного середовища Збройних Сил України та досягнення оперативної й технічної взаємосумісності з іншими складовими сил оборони та держав – членів НАТО; забезпечення обміну інформацією в єдиному інформаційному середовищі Збройних Сил України; надання оперативному складу пунктів управління Збройних Сил України, а також іншим складовим сил оборони базових та функціональних сервісів через їх відповідні точки присутності; здійснення заходів з функціонування національної системи кібербезпеки; участь у заходах з кібероборони; ведення та/або участь у кіберопераціях, ведення кібердій; організація та керівництво технічним забезпеченням зв’язку у Збройних Сил України; здійснення військової співпраці зі збройними силами країн – членів НАТО; впровадження заходів із забезпечення кіберзахисту критичної інформаційної інфраструктури в умовах надзвичайного стану та особливого періоду та ін. Суб’єктами військ зв’язку та кібербезпеки Збройних Сил України є: Орган військового управління, структурні підрозділи Органу Військового Управління, військові частини (підрозділи), військові навчальні заклади. Чисельність військ зв’язку та кібербезпеки Збройних Сил України визначається Головнокомандувачем Збройних Сил України та утримується в межах чисельності Збройних Сил України. Визначено, система військ зв’язку та кібербезпеки має складну структуру та несе досить важливі функції та завдання. Саме тому, на сьогодні первинною задачею наблизити її до стандартів НАТО, з метою якісного виконання покладених на них обов’язків.
The main tasks of the communication and cyber security forces of the Armed Forces of Ukraine are: organization of deployment and expansion planning, ensuring the functioning of communication and information systems, combat control and alert systems in peacetime, in a special period, in conditions of a state of emergency and war; organization of interaction with other components of the defense forces, the National Center for Operational- Technical Management of Telecommunication Networks of Ukraine and electronic communications operators (communication operators) on issues of providing communication during the implementation of joint tasks for the defense of the state; creation (deployment) of a unified information environment of the Armed Forces of Ukraine using a service-oriented architecture; provision of communication services to ensure the functioning of a unified information environment of the Armed Forces of Ukraine and to achieve operational and technical interoperability with other components of the defense forces and NATO member states; provision of information exchange in the unified information environment of the Armed Forces of Ukraine; provision of basic and functional services to the operational staff of the control points of the Armed Forces of Ukraine, as well as to other components of the defense forces through their respective points of presence; implementation of measures for the functioning of the national cyber security system; participation in cyber defense activities; conducting and/or participating in cyber operations, conducting cyber actions; organization and management of technical communication support in the Armed Forces of Ukraine; implementation of military cooperation with the armed forces of NATO member countries; implementation of measures to ensure cyber protection of critical information infrastructure in conditions of a state of emergency and a special period, etc. The subjects of the communications and cyber security forces of the Armed Forces of Ukraine are: the Military Management Body, structural subdivisions of the Military Management Body, military units (units), military educational institutions. The number of communications and cyber security forces of the Armed Forces of Ukraine is determined by the Commander-in-Chief of the Armed Forces of Ukraine and is kept within the limits of the number of the Armed Forces of Ukraine. It was determined that the system of communications and cyber security forces has a complex structure and carries quite important functions and tasks. That is why, today, the primary task is to bring it closer to NATO standards, with the aim of qualitatively fulfilling the duties assigned to them.
