Розкрито сутність наукової дефініції «міжнародні неурядові організації». На основі PESTLE-аналізу розглянуто чинники впливу на соціальну активність міжнародних неурядових організацій. Визначено фактори посилення їх стабілізуючої ролі у системі міжнародних відносин. Узагальнено передовий досвід цих організацій у реалізації глобальних суспільних викликів. Використання холістичного підходу у дослідженні матриці PESTLE-аналізу соціальної активності міжнародних неурядових організацій доводить необхідність реформування і модернізації їх діяльності у напрямку правової регламентації статусу, санкційних і стимулятивних процедур, часткового делегування їм окремих функцій державних органів. It is impossible to overcome global imbalances in socio-economic development by the efforts of one state; we need cooperation on a global scale, constructive interaction at both the state and non-state levels within civil society. Under the influence of globalization, civil society is expanding, a cross-border network of international non-governmental organizations is being formed, which seek to prevent global threats without the participation of states, improve the quality of life of vulnerable segments of the population, and take control of the efficient use of resources. The article explores the smart imperatives of social activity of international non-governmental organizations as scientifically based optimal strategies for their development based on social innovations and pioneering experience. The essence of the scientific definition of "international non-governmental organizations" is revealed. Based on PESTLE-analysis, factors influencing the social activity of international non-governmental organizations are considered. The factors strengthening their stabilizing role in the system of international relations are identified. The advanced experience of these organizations in implementing global social challenges is summarized. Optimal strategies for developing their activities based on their use of innovative methods and tools have been identified. The use of a holistic approach in the study of the matrix PESTLE-analysis of the social activity of International non-governmental organizations has proved the need for reforming and modernizing their activities in the direction of legal regulation of status, sanctioning and incentive procedures, partial delegation of certain functions of state authorities to them.
