The paper summarizes the results of study of the employers’ opinions on priority areas of legalization of shadow employment in Ukraine. Analytical estimates suggest that the most significant factors of shadowing the national economy and employment include: inconsistency and duplication of legislative and regulatory and administrative framework in some sectors; ineffectiveness of organizational and institutional mechanisms for anti-corruption legislation; imperfection of the judicial and law enforcement systems; inefficient tax administration and a high tax burden on business; high crime; outdated labor legislation that does not include current trends in the labor market; poverty population and ineffectiveness of social reform; lack of historical practice compliance standards and moral law-abiding behavior during the economic activities and taxes on entities and individuals.
