The requirements for the profiles (knowledge, skills) of employees that are in demand on the labor market are constantly changing; there is a rethinking of the methods of organization and measures of labor; a new "abnormality" (unstable, informal employment) and the like is being approved. Such turbulence shows that the old approaches to labor market regulation do not work, but to speak of a complete removal from state regulation of employment is an extremely unjustified proposal. After all, the pandemic has proven that liberal approaches do not reduce social and economic risks, but, on the contrary, exacerbate them in situations of instability. Against the background of positive shifts in the state's activities to improve the situation on the labor market (strengthening vocational guidance, increasing inclusion, working with the most protected groups of the population), unfortunately, the main task – balancing the labor market – has not been achieved. Unfortunately, the phenomenon of workers' poverty persists, and there remains uncoordinated activity in the life–long education market, that is, when the offer of educational services for those who have such and who want to acquire a new qualification does not meet the needs of the main stakeholders. Also, non–standard forms of employment (not only freelancing, remote work), which require coordination of the interests of the parties, but also volunteer work, and creative activity, are becoming more and more relevant. Therefore, the problem of social dialogue in society is being actualized, involving as many participants as possible, in particular, public organizations, representatives of professional communities (not only trade unions). However, in order to draw the right conclusions and make new decisions, it is important to assess the losses suffered by the economy and society due to the pandemic and other factors of instability of the global ecosystem.
