Наголошується увага на тому, що поряд з традиційно негативним сприйняттям державного боргу існує підхід, згідно з яким він є явищем цілком прийнятним та конструктивним, а його значні розміри є виправданими. Не оминаються у статті увагою історичні аспекти розвитку державного боргу та дефіциту у Франції, які були об’єктами дослідження й української фінансової науки ще кінця ХІХ – початку ХХ століття. Автором окреслено коло понять, що передують їх виникненню, супроводжують розвиток, на основі цього був проведений багатофакторний аналіз державного боргу. Зроблено акцент на специфіці французької фінансової термінології в контексті боргових фінансів. Основну увагу в статті присвячено причинам і наслідкам зростання державного боргу та дефіциту у Франції за часів П’ятої республіки та шляхам зменшення їх розмірів до рекомендованих меж.The article deals with the possibilities and threats of the debt finance by giving an example of France. Attention is drawn to the fact that in addition to the negative interpretation of the public debt there is an approach according to which it is rather admissible and constructive and its huge measurements are justified. Historical aspects of the development of the public debt and deficit in France, which were the objects of the researches of the Ukrainian financial science in XIX XX centuries, do not remain without attention. The author identified the notions preceding their appearance, accompanying their development, on this basis the multivariate analysis of the public debt was fulfilled. Attention is drawn to the specifics of the French financial terms in the context of the debt finance.
