Яценко (голов. ред.) та ін.]. – Київ : КНЕУ, 2022. – Вип. 29. – С. 153–162.2415-850xhttps://ir.kneu.edu.ua:443/handle/2010/39735У статті обґрунтовано передумови реконструкції (апгрейду) системи регулювання міжнародної торгівлі на глобальному, регіональному, національному рівні та акцентовано на потребі дієвого залучення інструментів корпоративного рівня у процес вирішення конфлікту національних інтересів, які на сучасному етапі розвитку міжнародної торговельної системи, перейшли у неприпустимий для цивілізованого світу, військовий формат. На основі аналізу трендів формування Глобального господарства представлено авторське бачення ключових дефініцій міжнародної торгівлі у сучасному її розумінні, а саме як платформи для обміну перевагами при розумінні конкуренції як інструменту етичної мотивації в умовах різного рівня розвитку держав. Виявлено, що міжнародна торгівля розвивається в умовах турбулентності Світогосподарської системи. Глобальні виклики: VUCA (volatility, uncertainty, complexity, ambiguity) — нестабільність, не визначеність, складність, неоднозначність. Сформовано алгоритм реалізації національних інтересів у міжнародній торговельній системі. Акцентовано на важливості відповідальності держави за захист прорахованого рівня національної економічної безпеки. Визначено модель функціонування міжнародних економічних відносин, дії суб’єктів які слід охарактеризувати як стан протокольної толерантності до навколишнього середовища; офіційної стурбованості, проте реальної байдужості до довкілля; Пріоритезація власних НЕІ (національних економічних інтересів); актуалізація моніторингу — ретельного прорахунку рівня НЕБ (національної економічної безпеки). За цих умов, запропоновано алгоритм реалізації «Національної відповідальності» за забезпечення національної економічної безпеки у міжнародній торговельній системі. Який слід реалізовувати з, по-перше, усвідомлення реального стану МЕВ; по-друге, провести оцінку реального стану взаємодії з кожним учасником МЕВ (державами, компаніями — стратегічними та потенційно стратегічними партнерами); по-третє, усвідомлення пріоритетності фокусування на власних національних економічних інтересів та захисті, при безупинному моніторингу рівня національної економічної безпеки. По-четверте, оцінка власного стану секторів економіки та постійний його моніторинг, як результат — формування і трансформація НЕІ; моніторинг НЕБ. По-п’яте, превентивна дипломати- чна діяльність. Постійні, ефективні комунікації (і з результатом «+» і з результатом «–»). Усвідомлення, що дії — це дієвість. Злочинною є без дієвість і відсутність ініційованих комунікацій у МЕВ з ілюзорними сподіваннями на само вирішення конфлікту інтересів без діалогу і дій. Сформовано авторський перелік ціннісних принципів ефективних комунікацій суб’єктів Світогосподарської системи як підґрунтя апгрейду системи регулювання міжнародної торгівлі. Апгрейд системи регулювання міжнародної торгівлі слід розуміти не як заперечення напрацьованого у межах національних, регіональних та глобальних інституцій, а як критичний аналіз на предмет дієвості та результативної ефективності при реалізації комерційних, ціннісних інтересів в умовах мирного співіснування при безумовному визнанні унікальності і права на її реалізацію на основі взаємної поваги. The article substantiates the prerequisites for the reconstruction (upgrade) of the international trade regulation system at the global, regional, and national levels and emphasizes the need for the effective involvement of corporate-level tools in the process of resolving the conflict of national interests, which at the current stage of the development of the international trade system have turned into unacceptable for the civilized world, military format. Based on the analysis of trends in the formation of the Global Economy, the author’s vision of the key definitions of international trade in its modern understanding is presented, namely as a platform for the exchange of advantages in the understanding of competition as a tool of ethical motivation in conditions of different levels of development of states. It was found that international trade develops in conditions of turbulence of the World Economic System. Global challenges: VUCA (volatility, uncertainty, complexity, ambiguity). An algorithm for the realization of national interests in the international trade system has been formed. Emphasis is placed on the importance of the state’s responsibility for protecting the calculated level of national economic security. The model of the functioning of international economic relations, the actions of subjects, which should be characterized as a state of: protocol tolerance to the surrounding environment, is defined; official concern, however, real indifference to the surrounding environment; Prioritization of own NEI (national economic interests); actualization of monitoring — careful calculation of the level of NES (national economic security). Under these conditions, an algorithm for the implementation of «National Responsibility» for ensuring national economic security in the international trade system is proposed. Which should be implemented with, firstly, awareness of the real state of the IER; secondly, to assess the real state of interaction with each member of the IER (states, companies — strategic and potentially strategic partners); thirdly, awareness of the priority of focusing on one’s own national economic interests and protection, while continuously monitoring the level of national economic security. Fourthly, the evaluation of the own state of the economic sectors and its constant monitoring — as a result — the formation and transformation of NEI; monitoring of the NES. Fifth, preventive diplomatic activity. Constant, effective communications (both with a «+» result and with a «-» result). Awareness that actions are effectiveness. The ineffectiveness and lack of initiated communications in the Ministry of Internal Affairs with illusory hopes of resolving the conflict of interests without dialogue and action is criminal. An author’s list of value principles of effective communications of subjects of the World Economic System was formed as a basis for upgrading the international trade regulation system.
