Systemic changes to higher education in Ukraine were needed for a long time even before the Bologna Declaration process started. They should allow the country and its universities, students and professors to feel integrated in the global system of tertiary education leading to the assurance of the quality of education in accordance with the highest international standards in learning and research. University autonomy and university reputation management are new to Ukraine, and present significant challenges to university administrators.
