By employing advanced mathematical modeling techniques, we explore the intricate relationships between HRM practices and their impact on organizational effectiveness and regional growth. The study utilizes nonlinear differential equations to capture the dynamic interactions among various HRM variables, including recruitment, training, retention, and performance evaluation. Through simulations and case studies, we demonstrate how nonlinear dynamics can reveal critical insights into the adaptive behaviors of public institutions in response to changing socio-economic conditions. Our findings highlight the importance of strategic HRM in fostering sustainable development and enhancing public service delivery. This research contributes to the theoretical framework of HRM in public administration and offers practical implications for policymakers and administrators aiming to optimize human capital in regional development initiatives.enhuman resource managementpublic administrationnonlinear dynamicsregional developmentmathematical modelingDynamic Nonlinear Analysis of Human Resource Management in Public Administration and Regional DevelopmentArticlehttps://doi.org/10.52783/pmj.v35.i3s.3629
