It compares the two paradigms in terms of orientation, scope, and methodologies, and discusses how they are applied in practice through Programme and Project Cycle Management. The study uses a mixed-methods approach, combining academic research, practical instruments, surveys, interviews, and the author’s professional observations. It also presents a case study of the UN and humanitarian assistance providers’ response and programmatic methodologies in the context of the Russian Federation’s aggression against Ukraine.
