Досліджено правові норми, якими врегульовано питання цифрової трансформації Державної митної служби України та її територіальних підрозділів з метою забезпечення якісно нових зручних та прискорених процесів митної справи в Україні. Проаналізовано сформульовану на нормативному рівні тенденцію щодо виконання Україною взятих на себе міжнародно-правових зобов’язань Державної митної служби та її територіальних підрозділів. Зазначено, що на теперішній час нові підходи щодо діяльності митних органів на шляху масштабної модернізації та розвитку ІТ-складової Державної митної служби України та її територіальних підрозділів у цілому визначено. Встановлено, що реалізація відповідних заходів повинна проводитися за допомогою своєчасних коректив національного законодавства. Тільки так можна досягти ефективних результатів у реформаторській діяльності в галузі митної справи. Акцентовано увагу на тому, що тенденції світового розвитку в умовах цифровізації встановлюють все нові завдання щодо забезпечення функціонування сучасних, доступних, керованих і кібербезпечних електронних інформаційних систем, які працюють відповідно до ключових принципів ефективності інформаційного забезпечення митної справи. Окреслено напрями подальшого впровадження процесів цифрового розвитку, цифрової трансформації та цифровізації Державної митної служби України та її територіальних підрозділів відповідно до європейських та міжнародних вимог в умовах цифрової стратегії розвитку суспільства. Встановлено, що ключова відмінність цифрового розвитку, цифрової трансформації та цифровізації зводиться не лише до використання цифрових та інформаційно- комунікативних комп’ютерних технологій, які властиві також інформаційній парадигмі розвитку, а й до докорінного перетворення усіх сфер розгортання управлінських процесів на базі новітніх цифрових технологій. Як релевантний наслідок новацій – в Україні почала формуватися нова кіберфізична система, в якій усі елементи та учасники, безперервно взаємодіючи між собою, забезпечують постійну оптимізацію інтегрованої ІТ-системи. The article analyses the specifics of the implementation of the processes of digital development, digital transformation, and digitalization of the State Customs Service of Ukraine and its territorial subdivisions. The author examines the legal provisions regulating the digital transformation of the State Customs Service of Ukraine and its territorial subdivisions to ensure qualitatively new convenient and accelerated customs processes in Ukraine. The author analyses the tendency formulated at the regulatory level concerning Ukraine’s fulfilment of its international legal obligations by the State Customs Service and its territorial subdivisions. It is noted that at present, new approaches to the activities of customs authorities on the way to large-scale modernization and development of the IT component of the State Customs Service of Ukraine and its territorial subdivisions have been generally defined. It is established that the implementation of the relevant measures should be carried out with the help of timely amendments to national legislation. This is the only way to achieve effective results in reform activities in the field of customs. The author emphasizes that the trends of global development in the context of digitalization set new challenges for ensuring the functioning of modern, accessible, manageable, and cyber-secure electronic information systems, which operate under the key principles of efficiency of information support for customs. The author outlines the directions for further implementation of the processes of digital development, digital transformation, and digitalization of the State Customs Service of Ukraine and its territorial subdivisions following European and international requirements in the context of the digital strategy of social development. It is established that the key difference between digital development, digital transformation, and digitalization is not only the use of digital and information and communication computer technologies, which are also inherent in the information paradigm of development but also a radical transformation of all areas of deployment of management processes based on the latest digital technologies.
