The author presented his own definition of the term "principles of administrative and legal protection of homeless people and street children" and singled out their views. Background is that the administrative and legal protection of homeless people and street children based on certain principles and laws, however, to date, no comprehensive studies that determine the types of concepts and principles of administrative and legal protection of homeless people and street children. Principles recognized the result of understanding the laws of development of society, the embodiment of its democratic and humanist traditions, are the backbone of any social relationship that reflects their most important characteristics. Non-compliance or violation of the principles will not achieve the goal of administrative and legal protection of homeless people and street children - the creation of conditions in which measures will be implemented to ensure and protect the rights of persons and children who find themselves on the street. In order to bring their definition of "principles of administrative and legal protection of homeless people and street children" and the isolation of certain groups turn to theoretical propositions category "principle" and their classification.
