Abstract
The article investigated tools for monitoring and analysis of innovative development, which is used to assess the level of innovativeness of the economy and regions. The author analyzes the innovation indicators Global Innovation Index, The Global Competitiveness Index, Human Development Indicators, Knowledge Assessment Methodology, Global Services Location Index, Doing Business. International experience analysis and monitoring of innovation development at the global, national and regional levels demonstrates the constant growth of the instruments used and the complexity of their structure. Thus, there are two trends: at the national level (a typical example is the EU) – the system being evaluated and optimized parameters has a slight tendency to decrease, at a global level – the characteristics of the conditions for innovation are included in most composite indices, while highlighting such conditions are fragmentary.
