Abstract
У статті наведено причини відставання інфраструктурних підрозділів машинобудівних підприємства України. Узагальнено модель управління системою інфраструктурних підрозділів, що включає планування і оцінку ефективності наявних потужностей з метою подальшого прийняття рішення щодо ліквідації і виведення на аутсорсинг малоефективних видів діяльності або трансформації шляхом реструктуризації підрозділів, або розвитку інфраструктурних підрозділів у складі підприємства шляхом реінжинірингу і оперативного регулювання процесів. Описано методи реструктуризації інфраструктурних служб через виділення їх у дочірні фірми, незалежні компанії на правах оренди майна підприємства, через утворення машинобудівних холдингів зі злиттям інфраструктурних потужностей. Виділено переваги, недоліки та особливості реалізації кожного з методів реструктуризації системи інфраструктури. Підсумовано очікуваний ефект від реалізації моделі створення єдиного промислового холдингу із об'єднанням інфраструктурних ресурсів в єдиний централізований або частково децентралізований інфраструктурний центр.
The article shows the reasons of the infrastructural departments' backlogs at the machine building plants of Ukraine. The model of infrastructural system management is summarized. It includes planning and evaluation of infrastructural capacities' efficiency with the purpose of future decision-making in favor of whether liquidating and outsourcing inefficient activities, or transforming through restructuring, or developing infrastructural departments by reengineering and operational control of its processes. There is detail description of restructuring methods covered in the article that offers three options such as picking out infrastructural department and setting on its base a subsidiary company, setting infrastructural department apart as an individual company and renting infrastructural assets to it, or creating machine-building holding and merging separate infrastructural capacities into one center. Pros and cons as well as implementation procedure of all the methods are analyzed in the article. The expected outcomes of the creation of single machine building holding with centralized or partially decentralized infrastructural center are summarized.
