Abstract
The author proves the necessity of social infrastructure financial resource capacity scientific research. There is also the consideration of different approaches of «social infrastructure» definition, classification of this category elements. On the author`s opinion the social infrastructure includes wide system of social and industrial enterprises and organizations. Correspondingly this complex accounts to plenty of employees and requires pretty significant financing funds both from a state budget and local budgets. Basing on Ukrainian infrastructural objects dynamics analyzes for 2009–2013, the level of its wear-and tear and financial capacity the article proves pretty lower level of actual social infrastructure wealth and position of our country. So this status requires urgent improvement and updating of existing social infrastructure. Such a task can be coped with full range of financial tools and mechanics (budget funding, national and foreign investments acquisition), as well as financial potential of the territories effective usage, state-private cooperation development, etc. Besides the critical level of key infrastructural objects wear-and tear is validated to be the evidence of the effective relevant local management lack. The article justifies the necessity of legislation, particularly Constitutional amendments for the further local self-government development as well as the economic and social factors, which hinder social infrastructure. On the base of theoretical materials and statistical data the ways of social infrastructural objects modernization and sources for their financial resource capacity growth are proposed.
