Abstract
Надано теоретичну характеристику скандинавської моделі підтримки інноваційної діяльності та розкрито основні принципи її здійснення у Фінляндії. Ця підтримка здебільшого передбачає безпосереднє державне регулювання та стимулювання пріоритетних напрямів, завдяки чому економіка країни є однією з найінноваційніших у світі. Розглянуто інструменти державного стимулювання, які реалізуються за посередництва спеціалізованих установ (TEKES, SITRA, Industry Investment LTD, InnoFin, FINPRO, FINNVERA). За допомогою такої моделі можна забезпечити результативну співпрацю
держави та приватного сектору економіки. Цей досвід можна використати під час реформування вітчизняної моделі державної підтримки інноваційної діяльності. Прикладне значення мають поглиблення уявлень про особливості стимулювання інноваційної діяльності згідно зі скандинавською моделлю на прикладі Фінляндії, розкриття основних інструментів державного впливу, принципів взаємодії держави та приватного сектору. Дослідження дає змогу поглибити розуміння особливостей скандинавської моделі. Значну увагу приділено обґрунтуванню особливостей функціонування спеціалізованих установ, які безпосередньо стимулюють інноваційну діяльність.
The article gives the theoretical description of the of Scandinavian model of innovation support and discloses the main principles of its implementation in Finland. This support basically involves direct state regulation and stimulation of priority directions of innovative activity, due to which the national economy is one of the most innovative in the world. The author investigates government incentive tools implemented through spatial agencies (TEKES, SITRA, Industry Investment LTD, Innofin, FINPRO, FINNVERA). Such a model of innovative activity makes it possible to ensure effective cooperation between the state and the private sector of economy. This experience can be used for further reformation of the domestic model of state innovation support. The deeper understanding of innovative activity stimulation according to the Scandinavian model in the case of Finland, the description of the main instruments of state influence and priorities of cooperation between the state and the private sectors are of practical importance. The study provides the opportunity to deepen the understanding of the features of the Scandinavian model. Considerable attention is paid to justifying modalities for the operation of specialized financial institutions that directly stimulate innovative activity.
