Інституційне забезпечення функціонування воєнного господарства Німеччини у роки Першої світової війни

Abstract
У статті проаналізовано стан інституційних основ економіки Німеччини в роки Першої світової війни 1914–1918 рр. та особливості її адаптування до військових умов. Доведено, що в роки війни державне регулювання економіки значно посилюється у всіх воюючих країнах. Зростання впливу держави на економіку відбувалося за допомогою законодавства, оподаткування, адміністративного управління макроекономічним середовищем. Держава виступала у ролі самостійного господарського суб’єкта, контролюючи військове виробництво, транспорт і трудові відносини. Показано провідну роль державного регулювання економіки у задоволенні військових потреб.
The article, based on the use of the historical-economic method, deals with the features of state regulation of Germany’s military economy during the First World War. It is shown that the war made huge demands not only for the use of national economic resources, but also for the organizational fundamentals of public administration. In accordance with the title of the article, its tasks are aimed at analyzing those institutional changes in Germany’s military economy that have made it possible to adapt to the conditions of war. The total centralization of the management of the economy made it possible to channel the process of functioning of individual industries into a new organizational channel, which was secured by the forcible seizure of private property (requisitions), as well as by restrictions in the supply of raw materials and fuel, and by movements in the labor market. It is especially important to note that state regulation of the economy is greatly strengthened in all belligerent countries during the war years. It is noted that the state exerted an increasing influence on the economy through legislation, taxation, administrative management, as well as influence on the macroeconomic environment. It acted as an independent economic entity. Manifestations of “etatism” took place in all countries, and touched various aspects of economic life. The state or its representatives were often put in place of a private economic entity. Acting as the largest buyer and supplier of a whole range of goods related to the defense and supply of the army and the population, the state could not provide the market with the rules of a “free market” and had to impact on it by either indirect measures of regulation (price rationing) or direct methods of organizing the economy (monopoly). Thus, the First World War made fundamentally new demands on the economy, demanded the mobilization and submission to the interests of war of a significant part of the potential and industrial power of Germany, and this was difficult in the framework of the private-capitalist organization of the national economy, and therefore the processes of socialization and nationalization were used. The German state for its survival was forced to move to a mobilization economy with direct intervention in the production and distribution of strategically important products with the introduction of “fixed” prices and cards for products, and to regulate labor processes and foreign economic activity. The historical and economic experience of the First World War makes it possible to identify and take into account useful lessons for ensuring an effective military economy and social stability, constructive interaction and functioning of state institutions, political parties and public organizations, the formation of a strong constitutional state and civil society in our country.
