Abstract
У статті розглядається проблема формування якісної системи освіти всіх рівнів, яка стане основую для модернізації професійного навчання державних службовців у контексті реформування державної служби в Україні. Питання якості освіти є особливо актуальним сьогодні і передбачає надання якісних освітніх послуг, що передбачає формування відповідної база показників для оцінювання та індикаторів для визначення рівня досягнення поставленої мети, тенденцій та закономірностей. Якісна освіта є основою для забезпечення соціально-економічного розвитку країни і в статті розглядаються результати рейтингу QS Higher Education System Strength Rankings, який включає країни з найефективнішими системами вищої освіти.
До сфери освіти сьогодні звернено увагу багатьох науковців теоретиків і практиків державного управління. Тільки держави, що мають у розпорядженні високоефективну систему освіти, яка відповідає сучасним вимогам, можуть увійти до числа розвинених країн сучасного світу. Практично в усіх країнах, що демонструють високі темпи економічного зростання, пріоритетним напрямом є розвиток освіти.
The article deals with the problem of forming a qualitative system of education at all levels which is going to become a base for modernization of professional training for office state employees within the context of reforming state service in Ukraine. The question of quality of education is especially actual and provides qualitative educational services which also provide the formation of corresponding base of indices for evaluation and indicators for finding out the level of achievement for setting the object, tendencies and regularities. Qualitative education is the base (foundation) for providing social — economic development of the country and the article examines the results of the rating QS Higher Education System Strength Rankings which includes the countries with the most effective systems of higher education.
Nowadays a great number of scholars, theorists and practical workers of state management pay great attention to the sphere of education. Only the states having at their disposal the most effective system of education which corresponds to up-to-date demands can be reckoned with developed countries of modern world. Practically all the countries which demonstrate the high level of economic rise, consider the development of education as a priority.
Modernization of professional training for office state employees in Ukraine is conducted simultaneously with the reform of education. It should be realized, it is impossible to create effective state service which is the instrument of progressive system of public government without functioning effective system of educational institutions of all levels.
