Abstract
Стаття присвячена аналізу соціально-трудових відносин в регіоні Близького Сходу і Північної Африки (МЕНА). Встановлено, що географічні та ресурсні чинники визначають економічний профіль даного регіону, який, в свою чергу, зумовив ключовий дисбаланс, що відображається на соціально-економічному розвитку регіону МЕНА. Було проаналізовано основні характеристики ринку праці в країнах МЕНА: зайнятість, безробіття та неповна зайнятість; демографічний стан; розглянуто характеристики економічно активного населення; проаналізовано стан міграції населення та місце робітників-іноземців на ринку праці. Зроблено висновок, що на механізм регулювання соціально-економічних відносин трудових ресурсів країн регіону МЕНА істотно впливає демографічний стан, рівень зайнятості населення, стан безробіття та міграційні процеси. Розширення можливостей для розвитку соціально-економічних відносин країн Близького Сходу та Північної Африки можливо за умов активного втручання держави в економіку для забезпечення максимальних темпів економічного розвитку за допомогою проведення політики прискореної індустріалізації, радикальних аграрних перетворень і мобілізації наявних трудових ресурсів в цих країнах.
The article aims to the analysis of social and labor relations in the Middle East and North Africa (MENA region). The range of geographical and resource factors that have led to key imbalances and affect further socio-economic development of the MENA region are defined. The article analyzes economic profile, demographic situation and labor markets in the MENA countries with its main characteristics such as: employment, unemployment and underemployment. The characteristics of economically active population are systematized and proposed. Phenomenon of migration and the role of foreign workers in the local labor market get consideration.
The article states that peculiarities of demographic situation in the region are determined by population growth trend mainly due to natural increase and the change in the mortality rate, which is twice less than 50 years ago. These features of the demographic structure directly affect the reproduction of the workforce. A distinctive feature of economically active population of Arab countries is that the main its part is males. The share of females does not exceed 25% on average and is differentiated significantly by states.
There are still various obstacles to the participation of Arab women in economic activity, related to both religious traditions and ineffective development of productive forces, due to strict assignment of certain types of work to women, and existing discrimination in payment.
In the Arab countries, the level of child employment is quite high. Despite the governments’ efforts, child labor is still widespread and almost all countries in the MENA region have some problem with the child labor market. Unemployment and labor influx in the region remain high (up to 90% in some countries). In addition, one of the most important components of current labor market in Arab countries is migration.
The article summarizes, that the socio-economic regulation mechanism for labor resources in the MENA region is significantly influenced by the demographic situation, employment rate, unemployment and migration processes. Further expanding of opportunities for socio-economic development in the Middle East and North Africa region is possible in case of active state policies. Provided industrialization acceleration, radical agrarian transformation and mobilization of available labor resources, will ensure further economic development in the future.
