Abstract
У статті розглядається специфіка актуарної освіти у світовому розрізі, здійснюється аналіз організаційних форм здобуття
кваліфікації актуарія, котрі характеризуються високим ступенем розрізненості. Виокремлюються формальна, неформальна та змішана моделі отримання кваліфікації актуарія; сформульовано основні тенденції розвитку професійної підготовки актуаріїв, що полягають у посиленні ролі університетів як установ, що готують актуаріїв-професіоналів, тяжінню до уніфікації змістового аспекту підготовки актуаріїв через прагнення вироблення стандартизації оцінювання рівня підготовленості останніх; виявлено зростаюче усвідомлення світовим суспільством важливості розвитку освітніх систем підготовки актуаріїв. Визначено, що серед пріоритетних завдань, що стоять перед актуарною освітою, є розвиток системи підготовки цих фахівців у країнах, з економікою, що розвивається. Це обумовлює в Україні значний інтерес до вивчення світового досвіду.
The paper can be considered a contribution to the current discussion of the state and future developments in the field of
actuarial education. It deals with the peculiar features of becoming an actuary such as multiplicity of ways which are available
to those willing to enter this profession. Namely, there are three educational models of preparation of qualified specialists in
actuarial science: university-based, exam-based and hybrid which is basically a combination of both. In the number of
countries the examples of which are given in the article actuarial education presents a unique phenomenon in terms of which
informal education is regarded as the one ensuring higher standards and providing better quality of preparation than traditional
university settings can offer to their graduates. However, there is a widespread tendency to bring the standards established by
professional actuarial bodies to universities. It will open the profession to a broader audience and in such a way a strong
connection of knowledge and skills gained by prospective students with their job requirements will be maintained. Besides,
this step will also bring actuaries to academic environment. It is a great advantage for the development of actuarial science and
research. Regardless of such diversity of educational forms and given the global tendency towards the elaboration of a single
approach of assessing skills and knowledge of aspiring actuaries, the content and the range of disciplines that have to be
covered by them are clearly specified by the International Actuarial Association. There is also a global trend to adjust local
syllabi to this core one. It may contribute to the development of mutual recognition of professional statuses of actuaries around
the world. The growing awareness of the important role of skills possessed by qualified actuaries for economic prosperity of a
country or businesses in terms of gaining profits leads to their preparation being treated as the one of major concern, especially
for developing countries. In the view of the above, the number of useful teaching recourses, materials and more importantly the
core syllabus have been developed and are available on the website of the IAA and the AEN. Ukraine can also benefit greatly
from following the international standards on its way to convergence with existing actuarial organizations around the world.
В статье рассматривается специфика актуарного образования в мировом разрезе, производиться анализ
организационных форм получения квалификации актуария, сформулировано основные тенденции развития
профессиональной подготовки актуариев. Определено, что среди приоритетных задач актуарного образования
находиться развитие системы подготовки этих специалистов в странах, которые развиваются.
