Abstract
Статтю присвячено актуальним питанням регулювання ринку праці в Україні в умовах трансформації структури зайнятості. Розглянуто структуру зайнятості сучасного ринку праці в Україні. Доведено, що перекладання частини роботи на працівників, що працюють на умовах короткотермінових контрактів, призвело до трансформації структури зайнятості через скорочення потреби економіки у праці традиційно зайнятого населення. Проведено аналіз масштабів нестандартної зайнятості в Україні та країнах Європи. Сформульовано можливі деструктивні наслідки зростання масштабів зайнятості за короткостроковими контрактами для економіки країни. Окреслено напрями регулювання ринку праці в умовах трансформації структури зайнятості для забезпечення працівників, зайнятих на умовах нестандартної зайнятості, можливістю приймати участь у соціальному діалозі нарівні з постійними працівниками.
The article is devoted to the actual issues of regulation of the labor market in Ukraine in the condition of the employment structure transformation. It is considered the structure of employment of the modern labor market of Ukraine. It has been found that numerous factors, such as globalization processes, the rapid development of automation of work and digital technology, contribute to the transformation of the nature of work, including the emergence of new non-standard forms of employment. It is proved that the shifting of part of work to workers working under short-term contracts has led to a transformation of the employment structure due to the reduction of the needs of the economy in the work of traditionally employed population. The analysis of the scale of non-standard employment in Ukraine and European countries has been carried out. It has been found that despite the fact that new non-standard forms of employment are firmly included in the structure of employment, their scale, significance and consequences remain controversial and unresolved, as there are no agreed official definitions of what constitutes non-standard employment. To resolve this issue, the author formulates a range of characteristics for identifying non-standard (non-standard) and standard (typical) employment patterns. It has been pointed out that non-standard working conditions can have a destructive effect on the quality of employment, as they are associated with an increased risk of job insecurity and lack of control over working time, violation of workers' rights to social security and protection. It is emphasized that flexible or non-standard labor relations are used by employers for abuse in social and labor relations. The possible destructive consequences of the growth of employment rates for short-term contracts for the economy are formulated. The directions of labor market regulation in the context of the transformation of the employment structure to provide workers employed under conditions of non-standard employment, the opportunity to participate in social dialogue at the level with regular employees are outlined.
Статья посвящена актуальным вопросам регулирования рынка труда в Украине в условиях трансформации структуры занятости. Рассмотрена структура занятости современного рынка труда в Украине. Доказано, что перекладывание части работы на персонал, работающий на условиях краткосрочных контрактов, привело к трансформации структуры занятости из-за сокращения потребности экономики в работе традиционно занятого населения. Проведен анализ масштабов нестандартной занятости в Украине и странах Европы. Сформулированы возможные деструктивные последствия роста масштабов занятости по краткосрочным контрактам для экономики страны. Определены направления регулирования рынка труда в условиях трансформации структуры занятости для обеспечения работников, занятых на условиях нестандартной занятости, возможностью принимать участие в социальном диалоге наравне с постоянными сотрудниками.
