dc.description.abstractУ статті проаналізовано динаміку обсягів бюджетного фінансування видатків на охорону здоров’я та соціальний захист. Розглянуто проблеми, які гальмують запровадження та розвиток страхової медицини в Україні. Визначено необхідність реформування системи медичного страхування та запровадження страхової медицини в Україні. Окреслено основні завдання медичного страхування в системі соціального захисту населення.uk
dc.description.abstractThe article analyzes the dynamics of budget expenditures for health care and social protection in Ukraine. It is noted that there is no clear process and targeting of provision of medical services and provision of necessary preparations for the needs of the population, especially pensioners. The financial provision of health care at the state level is the extremely insufficient and does not fully ensure the constitutional rights of citizens to receive medical care. The problems that impede the introduction and development of insurance medicine in Ukraine are considered. It is determined that these problems are largely solved by the development of insurance medicine, which will provide an opportunity for the population of Ukraine to receive proper medical care. The main tasks of health insurance in the structure of social protection of the population are outlined. It has been determined that the existence of social risks determines the unified economic nature of social and private health insurance, therefore the most important way of its institutional improvement should be public-private partnership, which can ensure the inclusion of additional financial resources in the system of social insurance, and, at the same time, effective control for the purposeful use of available funds. In the future, the state should reduce its participation in providing social protection of the population and give private bodies more and more of their powers to provide such protection.uk
