Abstract
У статті досліджено сутність, наукові й теоретико-методологічні засади оцінювання проектів міграції ІТ-інфраструктури підприємств до хмарних платформ. Визначено фактори впливу на рентабельність таких проектів, визначено показники рентабельності для хмари. Рішення про інвестиції в проекти міграції ІТ-інфраструктур підприємств
до хмарних середовищ віднесено до розряду стратегічних, бо вони пов'язані зі значними витратами ресурсів, мають
надзвичайні довгострокові наслідки для держави та пов'язані з істотною невизначеністю середовища прийняття рішень.
Запропоновано економетричну модель оцінювання рентабельності проектів міграції до хмарних платформ на
основі системи індикаторів оцінювання, об'єднаних у групи. Проведено аналіз останніх досліджень і публікацій з
розробки формальних моделей витрат і вигід міграції до хмарних середовищ. На основі проведеного дослідження,
запропоновано метод розрахунку зведеного індикатора рентабельності проектів міграції до хмар.
Over the past few years, the cloud computing paradigm has become popular in the field of information technology.
According to the forecasts of global consulting companies, the rapid development of cloud technologies, the digital
transformation of the economy and the spread of cloud computing paradigms into new areas of life are one of the main
trends that in the next 5-8 years will have a significant impact on the transformation and development of not only the IT
industry, but also in business, finance, and government.
The article examines the essence, scientific, theoretical and methodological foundations of the evaluation of projects
for the migration of IT infrastructure of enterprises to cloud platforms. Identified factors affecting the profitability of
such projects, defined indicators of profitability for the cloud. Decisions to invest in projects for the migration of IT
infrastructures of an enterprise to the cloud are classified as strategic because they involve significant resource costs,
have huge long-term implications for the state and are associated with considerable uncertainty in the decision-making
environment. An econometric model is proposed for assessing the profitability of migration projects on cloud platforms
based on a performance of system indicators grouped into a group. The analysis of recent research and publications on
the development of formal models of costs and benefits of migration to cloud environments. Based on the research, a
method is proposed for calculating the consolidated indicator of the profitability of cloud migration projects.
The application of this model to the evaluation process will allow to use a system of quantitative and qualitative
indicators in the decision-making process, thus formalizing the experience and knowledge of specialists. The consolidated
indicator will allow to develop recommendations on the use of cloud technologies as a component of the information
economy, assessing the possibility of transition to the clouds of a specific infrastructure of enterprises.
