Abstract
Кризовий стан України після революції гідності та військова агресія на Сході держави зумовлюють нестабільність економіки регіонів, що приймають на себе виклики вимушеної міграції населення. До демографічного тиску приєднуються таких викликів приєднується економічний спад, слабкість системи публічного управління, недовіра до органів влади та наростання випадків порушення прав людини. Саме таким проблемам присвячена стаття. Авторами здійснюється дослідження крихкості Української держави та її окремих регіонів, зумовленої чинниками збройного конфлікту. З цією метою обґрунтовано методологію обчислення індексу крихкості регіонів, проведено розрахунки його величини для десяти крихких областей України та побудовано рейтинг їх слабкості за період 2013–2017 роки. Аналітичні висновки авторів узгоджуються з практичними рекомендаціями щодо заходів вирішення конфлікту та забезпечення стійкості регіонів України у середньостроковій перспективі.
Ukraine’s crisis after the dignity revolution as well as the military aggression in the East of the country predetermine the economic instability of the regions, which suffer from the challenges of forced population migration. Demographic pressure is accompanied by such challenges as the economic downturn, the weakness of the public administration systems, distrust to the authorities and human rights violation. But the most painful losses caused by the armed conflict in the East of Ukraine are the social deprivations, such as: reduction real incomes, growing poverty, rising unemployment and informal employment, lack of social budget, sharp increasing of forced internal and external migration, growth of utility fees. Such issues are investigated in the article. The authors study the fragility of the Ukrainian state and its regions, caused by factors of armed conflict. In order to assess the impact of the armed conflict in the East of Ukraine on the socio-economic development of some of its regions, the authors conducted a study on the adaptation of the methodology of the international fragility rating of the Fragile States Index countries and evaluated their sustainability based on the calculation of the integral index of fragility of Ukrainian regions. Its indicators are grouped into four categories: cohesion, economic, political, and social. The comparative analysis of the degree of fragility of the regions of Ukraine shows that the most critical positions are taken by Donetsk, Luhansk, Lviv and Zakarpattia regions. Transformation of socio-political and economic conditions
affected their development most of all. Kyiv, Dnipropetrovsk and Kharkiv regions, which have powerful economic positions and favorable prospects for development, were the most stable to the impact of the armed conflict in Ukraine. Taking into account the scale of the conflict, most international experts point out that the situation in Ukraine is unique and has no direct analogues in
world practice; therefore, over these years of conflict, Ukraine developed its own problem-solving mechanism and can share its experience. However our country continues to seek new forms and tools of social and economic recovery of the affected regions and the socialization of internal migrants. To this end, the methodology for calculating the regional fragility index has been elaborated. The index has been calculated for ten fragile regions of Ukraine, the rating of their weakness for the period
2013-2017 has been constructed. Analytical findings of the authors are in line with practical recommendations on measures to resolve the conflict and ensure the stability of the regions of Ukraine in the medium term.
