Пост-митний аудит в Україні: проблеми та перспективи

У кваліфікаційній роботі проаналізовано сучасний стан розвитку пост-митного аудиту в Україні, визначено його теоретичні засади, правове регулювання. Виявлено основні індикатори та показники, актуальні проблеми функціонування пост-митного аудиту та запропоновано шляхи їх вирішення з урахуванням зарубіжної практики.
The qualification thesis analyzes the current state of development of post-clearance audit in Ukraine, outlines its theoretical foundations and legal framework. It identifies the main indicators and metrics, highlights the current problems of post-clearance audit, and proposes solutions based on international practices.
Боротьба з контрабандою та порушеннями митних правил у контексті дотримання митної безпеки держави

У кваліфікаційній роботі розглядаються сучасні підходи до боротьби з контрабандою та порушеннями митних правил як важливими складовими забезпечення митної безпеки держави. Проаналізовано основні загрози, пов’язані з нелегальним переміщенням товарів, та роль митних органів у протидії цим явищам. Окрема увага приділена заходам, спрямованим на вдосконалення системи контролю, підвищення прозорості митних процедур і розвитку міжнародної співпраці.
The qualification thesis examines modern approaches to combating smuggling and violations of customs rules as important components of ensuring the customs security of the state. The main threats associated with the illegal movement of goods and the role of customs authorities in combating these phenomena are analyzed. Special attention is paid to measures aimed at improving the control system, increasing the transparency of customs procedures and developing international cooperation.

Митна вартість товарів є важливим аспектом митної системи, що впливає на формування митних платежів і доходів бюджету. У практиці виникають проблеми з заниженням вартості, непрозорістю процедур та недостатнім контролем, що загрожує фіскальній безпеці країни. Актуальність дослідження зумовлена необхідністю вдосконалення митного законодавства та гармонізації з міжнародними стандартами для забезпечення прозорості та економічної безпеки. Наукові праці українських і зарубіжних дослідників висвітлюють різні аспекти проблеми, зокрема автоматизацію процесів, уніфікацію судової практики та розвиток баз цін. Мета роботи — аналіз проблем визначення митної вартості та розробка рекомендацій для їх вирішення у сучасних умовах зовнішньоекономічної діяльності.
The customs value of goods is a crucial aspect of the customs system, affecting the calculation of customs duties and government revenue. In practice, issues such as undervaluation, lack of transparency in procedures, and insufficient control threaten the country’s fiscal security. The relevance of this research is driven by the need to improve customs legislation and align it with international standards to ensure transparency and economic safety. Ukrainian and international scholars highlight various aspects of the problem, including automation of processes, unification of judicial practice, and development of reference price databases. The aim of this work is to analyze the problems of determining customs value and to develop recommendations for their resolution in the context of modern foreign economic activities.
Публічна дипломатія як важливий інструмент зовнішньої політики держави в реаліях глобалізованого світу

Авторами розглянуто феномен публічної дипломатії, як важливого тренду сучасної зовнішньої політики держави. Досліджено ключові характеристики понять та визначено засоби і методи функціонування публічної дипломатії. Проаналізовано концепції політичної дипломатії, розкрито тенденції громадської дипломатії, можливість її впливу на політичні процеси, роль «м'якої сили» та її співвідношення із громадською дипломатією. Обґрунтовано важливість впровадження практики публічної дипломатії в Україні з метою обстоювання національних інтересів та просування позитивного міжнародного іміджу держави.

Аuthors examines the key characteristics of concepts and the means and methods of functioning of public diplomacy. The concepts of political diplomacy are analyzed, tendencies of public diplomacy are determined, the possibility of its influence on political processes, the role of «soft power» and its relation with public diplomacy. The importance of introducing the practice of public diplomacy in Ukraine in order to defend national interests and promote a positive international image of the state is substantiated.
Аuthors analyzes means and methods of functioning of public diplomacy. The significance of public diplomacy as a practical instrument of policy implementation in the conditions of globalization is revealed. The role of public diplomacy in the system of foreign policy and its influence on international relations and formation of the image of the state are indentified.
Аuthors explores the role and importance of public democracy for Ukraine‟s foreign policy in the conditions of globalization. The theoretical and applied aspects of the development and formation of public diplomacy are generalized, its main mechanisms and forms are summerized. The dimensions and objectives of public diplomacy (lobbying, international relations with the public, the process of promoting the national image) are described.
The understanding of the essence of public diplomacy as a means of communication, in particular from the position of psychology of communication is regarded. The necessity of influence of public diplomacy on public opinion and behavior of the population through non-governmental cooperation is explained. Аuthors argues the necessity of carrying out public diplomacy in the conditions of globalization in the interests of society and the country in general, and not of a separate political group or bureaucratic clan. Public diplomacy is considered an effective tool for advancing political interests. Public diplomacy promotes national interests and provides national security by studying the mood of foreign public opinion.
The need to create a positive image of Ukraine has been updated and it‟s authorities, the population in the context of global world communication. Аuthors emphasizes necessity of creating a nation-wide concept of communication between Ukraine and foreign audiences within the framework of a single system of public diplomacy on the principles of openness and objectivity. Аuthors substantiates the importance of implementing the practice of public diplomacy in Ukraine in order to protect national interests and promote a positive international image of the state.
Особливості митно-тарифного регулювання зовнішньоекономічної діяльності в Україні: сучасні виклики та перспективи

Дослідження присвячене аналізу митно-тарифного регулювання зовнішньоекономічної діяльності в Україні в умовах сучасних економічних і геополітичних викликів. Актуальність теми зумовлена необхідністю адаптації митної політики до глобалізаційних змін, зростання конкуренції, нових торговельних режимів та євроінтеграційних процесів. У роботі визначено ключові елементи та механізми митно-тарифного регулювання, проаналізовано його нормативно-правову базу та динаміку зовнішньої торгівлі. Здійснено огляд зарубіжного досвіду ЄС і окреслено пріоритетні напрями вдосконалення вітчизняної митної політики.
The research is dedicated to the analysis of customs and tariff regulation of foreign economic activity in Ukraine under current economic and geopolitical challenges. The relevance of the topic is driven by the need to adapt customs policy to globalization changes, increasing competition, new trade regimes, and European integration processes. The study identifies key elements and mechanisms of customs and tariff regulation, analyzes its legal framework and the dynamics of foreign trade. The paper also reviews the EU's international experience and outlines priority directions for improving Ukraine’s customs policy.
