Фінансові ресурси місцевого самоврядування (на прикладі м. Києва)

Abstract

Місцеве самоврядування займає важливе значення у розвитку та соціально-економічному житті територіальних одиниць, оскільки саме вони надають населенню суспільні послуги та виконують делеговані та передані на місцевий рівень функції держави. Проте на належне виконання функцій може відбуватися лише при відповідному рівні фінансового забезпечення. Фінансовий потенціал та можливості місцевих громад є значно більшим, проте спостерігається значна централізація та реальні можливості на місцевому рівні значно обмежуються. У зв’язку з цим постає гостра потреба у ґрунтовному вивченні концептуальних засад фінансових ресурсів та доходів місцевих бюджетів, організації їх формування та системи практичних рекомендацій щодо їх стабільності та подальшого зміцнення.

Local government have an important role in the development and social and economic life of administrative division, as it’s local government that provide public services and encharge the functions of the state delegated and transferred to the local level. However, proper implementation of these functions can occur only at the appropriate level of financial support. The financial opportunities of local goverments are considerably larger, but there is centralization and real opportunities at the local level are significantly limited. In this connection, there is an exigency for thorough research of the conceptual foundations of financial resources and revenues of local budgets, the organization of their formation and of the system of practical recommendations for their stability and further growh.
