Інструменти та підходи до аналізу підприємницької активності в об’єднаних територіальних громадах

У статті досліджено інструменти та підходи до аналізу підприємницької активності в об’єднаних територіальних громадах в умовах децентралізації. Розвиток підприємництва є ключовим чинником економічної стабільності та соціального добробуту громад. У контексті реформи децентралізації, що трансформувала систему місцевого самоврядування в Україні, виникла потреба у нових підходах до оцінювання ефективності підприємницької діяльності на місцевому рівні. Особливу увагу приділено значення малого і середнього бізнесу як джерела податкових надходжень, створення робочих місць і підвищення інвестиційної привабливості громад. У статті обґрунтовано потребу в комплексній методиці оцінювання підприємницької активності, яка враховує економічні, соціальні та екологічні чинники.
This scientific article examines methodological approaches and tools for analyzing entrepreneurial activity within the framework of decentralization reform in Ukraine. It emphasizes the role of entrepreneurship as a key factor in ensuring the sustainable development of territorial communities, fostering local employment, and enhancing financial autonomy. The research highlights the need for comprehensive evaluation systems that incorporate economic, social, and environmental indicators to measure the effectiveness of local businesses. Special attention is paid to multi-criteria analysis methods and performance metrics that reflect the real impact of entrepreneurship on local development.
The article also explores the specifics of applying these evaluation tools in the context of local self-government, taking into account regional disparities and community-level challenges. Through a detailed overview of financial, social, and ecological dimensions of entrepreneurial efficiency, the study contributes to the development of practical recommendations for local authorities and policymakers.
Overall, this research supports the idea that proper diagnostics and strategic assessment of entrepreneurial activity are essential for improving economic resilience and social well-being in united territorial communities.
Туризм як ефективний метод відновлення економіки громад у післявоєнний період (на прикладі Вишгородської громади)

Метою роботи є аналіз потенціалу туризму як драйвера відновлення економіки у Вишгородській громаді після воєнних подій. Це передбачає детальне вивчення існуючих туристичних ресурсів громади, оцінку наслідків воєнних дій для туристичного сектору, а також розробку практичних рекомендацій щодо використання туризму для стимулювання економічного росту.

Розкрито роль цифрових технологій у забезпеченні прозорості фіскального управління. Обґрунтовано необхідність системного підходу до стимулювання інвестицій у відновлювану енергетику.
The article examines the prospects of fiscal and budgetary regulation for sustainable development, focusing on renewable energy as a key driver of ecological transformation. It outlines the theoretical and practical foundations of fiscal mechanisms – including tax incentives, carbon taxation, green funds, targeted financing programs, and public-private partnerships – that promote renewable energy investments in the European Union and Ukraine. The study emphasizes the integration of fiscal discipline, environmental goals, and investment attractiveness within the framework of the European Green Deal. The research highlights Ukraine’s progress in implementing fiscal incentives for solar and wind power, the introduction of guarantees of origin, and the development of digital monitoring systems. The results demonstrate that transparent and predictable fiscal policies are crucial for building investor confidence and ensuring the efficient use of resources. Furthermore, argues that the digitalization of fiscal administration–through artificial intelligence, big data analytics, and integrated information systems enhances accountability and efficiency in managing renewable energy projects. The findings substantiate that the synergy of fiscal regulation, technological innovation, and institutional development forms the basis for Ukraine’s transition toward a low-carbon economy, energy independence, and sustainable growth.
Актуальні орієнтири оцінювання капіталоутворення на підприємстві

У статті розглянуто актуальні орієнтири оцінювання ефективності капіталоутворення на підприємстві. Показано, що наявні підходи характеризуються фрагментарністю та домінуванням фінансової орієнтації, що обмежує їх застосування в умовах постіндустріальної економіки. Запропоновано систематизацію підходів у форматі процесної, об’єктної, атрибутивної та управлінської площин, що дозволяє інтегрувати різнорідні логіки оцінювання у цілісну структуру.
Обґрунтовано принципи, які формують методологічний базис та розширюють його прогностичні можливості. Показано перспективи використання результатів для розробки інтегрованих систем показників, data-driven моделей прогнозування та вдосконалення стратегічного управління підприємством. Практична значущість результатів дослідження визначається можливістю їх інтеграції в корпоративне управління, інвестиційну політику та нефінансову звітність підприємств.
The article explores the issue of assessing the effectiveness of capital formation at the enterprise level as a key process that determines the economic stability and strategic development prospects of business entities. It is shown that contemporary approaches to defining the essence and evaluating capital formation are diverse, characterized by terminological ambiguity and methodological fragmentation. The majority of existing methodologies are finance-centered, which limits their analytical relevance under post-industrial conditions, where intangible resources and non-financial factors increasingly shape enterprise capital value. The purpose of the study is to provide a scientific substantiation of current benchmarks for evaluating capital formation that are capable of integrating heterogeneous approaches into a systematic structure and creating a foundation for further development of methodological tools. The article proposes a systematization of existing evaluation logics within four dimensions: process-based, object-based, attributive, and managerial.
This approach enables the structuring of diverse methodological solutions and ensures their complementarity, paving the way for the development of a holistic conceptual framework. Particular attention is devoted to evaluation principles that constitute the methodological basis for analyzing the effectiveness of capital formation. Alongside classical principles of systemicity, multidimensionality, and value openness, new benchmarks are substantiated – prognostic relevance, algorithmic integrability, and scenario adaptability. These expand the research field, transforming evaluation from an instrument of retrospective diagnosis into a mechanism for anticipating enterprises’ future development trajectories. The value of the obtained results lies in combining the typologization of approaches with the formulation of innovative principles that meet the challenges of the data-driven economy. The practical significance of the study is defined by the possibility of applying the proposed conceptual framework within systems of strategic management, investment policy, non-financial reporting, and corporate controlling.
