    Публічно-приватне партнерство у реалізації гуманітарної політики в умовах воєнного стану

    Робота присвячена дослідженню публічно-приватного партнерства у реалізації гуманітарної політики України в умовах воєнного стану. Розкрито теоретичні засади гуманітарної політики та системні характеристики ППП, визначено його принципи, форми і нормативно-правове регулювання. Систематизовано зарубіжний досвід застосування партнерства у сфері освіти та молодіжної зайнятості. Оцінено стан і особливості практичної реалізації ППП в Україні в умовах повномасштабної війни, виявлено ключові проблеми та обмеження його розвитку. Обґрунтовано стратегічні напрями вдосконалення ППП у гуманітарній сфері, запропоновано інституційні та управлінські інструменти підвищення його результативності, а також конкретні пропозиції щодо вдосконалення партнерської моделі в умовах збройного конфлікту. The paper examines public-private partnership in the implementation of Ukraine's humanitarian policy under martial law. The theoretical foundations of humanitarian policy and the systemic characteristics of PPP are outlined, including its principles, forms, and legal regulation. International experience of applying partnership in the fields of education and youth employment is systematised. The current state and practical features of PPP implementation in Ukraine during full-scale war are assessed, and the key problems and constraints of its development are identified. Strategic directions for improving PPP in the humanitarian sphere are substantiated, institutional and managerial instruments for enhancing its effectiveness are proposed, along with concrete recommendations for reforming the partnership model under conditions of armed conflict.
