Item Прийняття рішень на основі даних у стратегічному управлінні економічним розвитком міських агломерацій(Київський національний економічний університет імені Вадима Гетьмана, 2026) Шлапак, Алла Василівна; Shlapak, Alla; Бобер, Лариса Петрівна; Bober, LarysaУ статті досліджено трансформацію практик стратегічного управління економічним розвитком міських агломерацій в умовах переходу від інтуїтивних до аналітично обґрунтованих моделей прийняття управлінських рішень. Зростання обсягів і різноманітності муніципальних даних, прискорення темпів ринкових змін та ускладнення процесів прийняття рішень щодо розвитку територій зумовлюють об’єктивну потребу в системній перебудові практик роботи з інформацією на всіх рівнях управління агломераціями. На основі систематизації концепцій управлінської аналітики, обмеженої раціональності та теорії прийняття рішень простежено еволюцію від традиційних систем муніципальної звітності до інтерактивних аналітичних платформ підтримки рішень, здатних забезпечити управлінцям структурований доступ до актуальної інформації у режимі реального часу. Порівняльний аналіз практик провідних агломерацій Лондона, Нью-Йорка, Барселони, Амстердама, Дубліна та Лос-Анджелеса підтвердив доцільність формування інтегрованої аналітичної інфраструктури підтримки муніципальних рішень, а саме: відкритих репозиторіїв даних, стандартизованих АРІ та спеціалізованих міжвідомчих офісів аналітики. Оцінено поточний стан аналітичного управління у місті Києві та виявлено структурну проблему агломерації — відсутність як консолідованої аналітичної платформи для підтримки рішень, так і механізмів міжмуніципальної інтеграції даних. Сформульовано методичні рекомендації щодо пере-ходу від фрагментарної звітної візуалізації до консолідованої аналітичної інфраструктури як умови підвищення інвестиційної привабливості та конкурентоспроможності міської економіки. Проведений порівняльний аналіз дозволив зробити висновки про те, що найбільш відчутні управлінські результати — підвищення прозорості розподілу ресурсів, прискорення циклів прийняття рішень та здатність до міжвідомчої координації — досягаються там, де аналітична інфраструктура формується як цілісна система, а не як набір розрізнених інструментів. The article examines the transformation of strategic management decision-making in urban agglomerations as municipalities shift from intuitive to analytically grounded governance models. The increasing amount and diversity of municipal data, accelerating market dynamics, and increasing complexity of territorial development decisions create a systemic need for organizational transformation at all levels of agglomeration management. Drawing on convergent traditions in management theory, information systems research, cognitive psychology, and decision science, the study traces the evolution from periodic statistical reports to interactive analytical platforms capable of real-time decision support — platforms that enable decision-makers to access structured, actionable information without the cognitive overload inherent in unprocessed data arrays. A comparative analysis of six leading cities — London, New York, Barcelona, Amsterdam, Dublin, and Los Angeles — reveals that the most consequential municipal transformations emerge not from isolated technology deployments but from the construction of integrated analytical infrastructures encompassing open data repositories, standardized APIs, and dedicated cross-departmental analytics offices. The comparative evidence further indicates that the most tangible governance outcomes — increased transparency in resource allocation, accelerated decision cycles, and enhanced cross-departmental coordination — are achieved where analytical infrastructure is built as a coherent institutional system rather than a collection of disparate tools. Compared to this baseline, the Kyiv agglomeration functions primarily at the level of fragmented public reporting: its Power BI dashboards on the city portal lack a shared data repository, temporal dynamics, and open APIs for external reuse, while the Digital Kyiv programme — budgeted at UAH 7.1 billion through 2027 — does not specify measurable performance indicators that would allow an objective assessment of digitalization investments’ actual impact on service quality and urban economic development. The study develops practical recommendations for advancing Kyiv’s analytical governance capacity, including the establishment of a cross-departmental data office modelled on London’s LOTI or New York’s MODA, a transition to a geocoded consolidated data repository with spatial-temporal organization on the model of Amsterdam’s BBGA dataset, and the introduction of outcome-based indicators within the programme. The findings contribute to the growing discourse on data-driven public governance and provide a replicable analytical framework applicable to cities undergoing post-conflict urban reconstruction.
