    This work is devoted to the study of offshore centers as an important phenomenon in the global economy, in particular their role in the redistribution of global capital flows. The analysis of the evolution of the formation and development of offshore centers was carried out, the main stages of their evolution were noted. The economic essence of offshore centers is considered in detail, their role is determined and classification is carried out, taking into account the peculiarities of their functioning and attractiveness for foreign investors. The characteristics of the current state of development of offshore centers are identified, the main trends and directions of their development are analyzed. Particular attention is paid to the analysis of the redistribution of foreign direct investments and the withdrawal of world capital to offshore zones. Peculiarities of two-way movement of capital in Ukraine and offshore zones were studied, trends and problems related to this process were revealed. A comprehensive analysis of the positive and negative aspects of the functioning of offshore zones for countries and the world economy was carried out. Benefits such as stimulating economic growth, attracting foreign investment and technology transfer are highlighted, but negative consequences are also considered, in particular financial instability, loss of tax revenues and facilitation of money laundering. The work includes an analysis of international experience in combating offshore jurisdictions. Various approaches and measures taken by various countries and international organizations to reduce the impact of offshore practices on the global economy have been identified. The general conclusions of the work indicate the complexity of the problems of offshore centers and the need for a global approach to their regulation. Understanding the economic nature and role of offshore centers, their impact on the world economy and the risks associated with them allows for the development of effective strategies to ensure the stability and development of the global financial system.
