The article offers the author's vision of civilization knowledge in the sphere of social control, on the basis of this knowledge we can conclude on the objective content of the institutional capacity of general civilization of mankind and its highest manifestation - social management. It is the question of the continuation of the process of formation of social science management, the use of which makes it possible to significantly reduce political pressure on the self-government of society.
