Item European integration development platform of innovative entrepreneurship of Ukraine(Харківський навчально-науковий інститут ДВНЗ «Університет банківської справи», 2022) Stoliarchuk, Yaroslava; Столярчук, Ярослава Михайлівна; Liutak, Olena; Лютак, Олена; Baula, Olena; Баула, Олена; Lisovska, Lidiia; Лісовська, Лідія; Voitovych, Serhii; Войтович, СергійThe fundamental processes of innovation of the global economic system and the dy-namic development of industry 4.0 put forward among the strategic priorities of eco-nomic development of Ukraine the development of domestic innovative entrepreneur-ship as one of the main tools for the inclusion of Ukrainian companies in the global value chains.Systemic development of innovative entrepreneurship implies both maximum mobilization of the national scientific and technical resource and its deep integration into European innovation networks. Study of the system of factors related to the devel-opment of innovative entrepreneurship on the GDP of Ukraine, and justification of the key directions of its development based on the implementation of tools and mechanisms provided by the Association Agreement between Ukraine and the European Union. An integrated methodological approach based on the use of general scientific and special methods of scientific research, primarily economic and mathematical modelling and ex-trapolation, as well as statistical and graphical methods in the processing and synthesis of statistical data and their reflection. The conducted econometric analysis showed that the most significant impact on GDP is exerted by such factors of development of inno-vative entrepreneurship as total expenditures in the areas of innovation, research and development, purchase of machines and equipment and software, introduction of inno-vative products, investment in fixed capital. Full-scale implementation of the tools for the development of innovative entrepreneurship, laid down in the Association Agree-ment between Ukraine and the European Union, will ensure the dynamic spread in the Ukrainian economy of new forms of research and development (R & d), large-scale implementation of their results in economic practice, as well as the intensification of international technological transfer of domestic economic entities. Фундаментальні процеси інноватизації глобальної економічної системи та динамічний розвиток Індустрії 4.0 висувають у число стратегічних пріоритетів економічного розвитку України розбудову вітчизняного інноваційного підприємництва як одного з головних інструментів включення українських компаній до глобальних вартісних ланцюгів. Системна розбудова інноваційного підприємництва України передбачає як максимальну мобілізацію національного науково-технічного ресурсу, так і його глибоку інтеграцію у європейські інноваційні мережі. Відповідно метою дослідження стало визначення системи факторів, пов’язаних із розвитком інноваційного підприємництва, на ВВП України, та обґрунтування ключових напрямів його розбудови на основі імплементації інструментів і механізмів, передбачених Угодою про асоціацію між Україною і Європейським Союзом. Використано комплексний методологічний підхід, що базується на застосуванні загальнонаукових і спеціальних методів наукового дослідження, насамперед економіко-математичного моделювання та екстраполяції, а також статистичного і графічного методів під час обробки та узагальнення статистичних даних та їх відображення. Проведений економетричний аналіз засвідчив, що найбільш суттєвий вплив на ВВП мають такі фактори розвитку інноваційного підприємництва як загальний обсяг витрат за напрямами інноваційної діяльності, дослідження і розробки, придбання машин, обладнання та програмного забезпечення, упровадження у виробництво інноваційних видів продукції, інвестиції в основний капітал.Item Organizational and financial determinants of the innovative component of the country’s competitiveness(Харківський навчально-науковий інститут ДВНЗ «Університет банківської справи», 2021) Baula, Olena; Баула, Олена; Zhukov, S.; Жуков, С.; Liutak, Olena; Лютак, Олена; Stoliarchuk, Yaroslava; Столярчук, Ярослава Михайлівна; Korolchuk, L.; Корольчук, Л.The article identifies the impact of sources of funding for innovation in the country on economic growth through economic and mathematical modeling and construction of regression equations between GDP and funding for innovation and research costs with the construction of a multifactor regression equation. As a result of regression analysis, it was found that the most significant impact on the resulting indicator have such variables as capital investment from state and local budgets and research and development costs. Using the method of extrapolation, GDP growth was forecast for 4 years, and it was found that capital investment from own funds of enterprises and organizations will grow by 24,08%, capital investment from state and local budgets by 28,42%, research costs and development by 22,76% for the analyzed period.Subject to compliance with the projected values of the financial determinants of the innovative component of increasing the country’s competitiveness, the volume of estimated GDP in actual prices for the forecast period will increase by 936039,011 million UAH or 23,26%. The reasons for the low level of the state of the innovation sphere in the domestic economy are outlined: underdevelopment of the market of innovative products due to low indicators of development of integration processes in it; weakness of relations that determine the innovative nature of economic development; low motivation of the industrial sector in innovative development; the supply of technological innovations created by national industrial companies and research institutions in the domestic market is limited; high cost of development and implementation, high interest rates on the investment portfolio, a long payback period, the focus of financial institutions on the issuance of «short loans», usually consumer loans for technological renewal of industrial sectors. To resolve such contradictions, the system-forming factors of a set of measures to intensify integration processes in the innovation sphere of Ukraine were proposed. Systematized foreign experience in scientific, technical and innovation policy, as well as commercialization of innovations, taking into account which proposed conceptual guidelines for organizational and financial support of the effectiveness of the innovative component of competitiveness: economic mechanisms (direct budget investments; preferential lending; integration with foreign institutions; financial activities; increase the share of GDP aimed at financing innovation processes, development of an effective set of measures to attract international grants and household savings as investments to implement the concept of innovative development of the country’s economy, etc.); organizational mechanisms (formation of integration clusters using the potential of education, business, government, public; state assistance in the development of innovation infrastructure, etc.).Item Організаційно-інституційні напрями посилення позицій України на міжнародних інвестиційних ринках(ДВНЗ «Київський національний економічний університет імені Вадима Гетьмана», 2019) Лютак, Олена Миколаївна; Liutak, Olena; Баула, Олена Вікторівна; Baula, OlenaУ статті охарактеризовано основні аспекти інвестиційного клімату країни та організаційно-інституційні напрями оптимізації позицій України в міжнародній інвестиційній діяльності. Проаналізовані сучасні інвестиційні потоки України з позиції інституційного забезпечення та географічної структури. Надана характеристика сучасних процесів руху акціонерного капіталу та боргових цінних паперів в сучасних умовах, з визначенням передумов та наслідків подальшої інтеграції нашої держави у глобальні інвестиційні потоки. Визначено, що обсяги акціонерного капіталу нерезидентів та прямі іноземні інвестиції зростають. Це свідчить про стабілізацію макроекономічних показників та зацікавленість іноземців в отриманні доходів від використання потенціалу нашої країни, зокрема значними є обсяги інвестицій в ОВДП. Сформована економіко-математична модель щодо впливу інвестування на розвиток економічного потенціалу нашої країни та зростання ВВП. Результати аналізу засвідчили вагомий вплив інвестування на розвиток економічного потенціалу нашої країни та зростання ВВП, саме тому потрібно задіяти усі організаційно-інституційні напрями оптимізації позицій України в міжнародній інвестиційній діяльності щодо нарощення вхідних інвестиційних потоків. Аргументована пріоритетність задіяти усі організаційно-інституційні напрями оптимізації позицій України в міжнародній інвестиційній діяльності щодо нарощення вхідних інвестиційних потоків сучасних трансформацій глобального інвестиційного процесу. Проаналізовано місце України в міжнародних рейтингах, що відображають інституційну ефективність вітчизняної політики залучення іноземних інвестицій у сфери бізнес-діяльності. Викладено системний погляд на перешкоди для іноземних інвестицій в Україні за результатами опитування іноземних інвесторів Європейською бізнес-асоціацією, Dragon Capital та Центром економічних стратегій глобальну технологізацію фінансово-інвестиційного. Визначено, що основними інструментами підвищення інституційної ефективності інвестиційної політики в Україні за умов глобалізації та інтернаціоналізації світового господарства має стати реальне, а не декларативне поліпшення інвестиційного клімату, зменшення бюрократичних процедур для інвесторів, спрощення регуляторно-реєстраційних вимог і вжиття радикальних заходів щодо дієвого захисту прав інвесторів. Надана характеристика сучасних процесів щодо розповсюдження практики виплати дивідендів та законодавчо закріплена відповідальність емітента за отримані кошти від інвесторів, що здатні запустити механізм використання інструментів фондового ринку, перетворення заощаджень населення на капіталовкладення, поширення добросовісної конкуренції серед інвесторів. Обґрунтовані цілі та заходи організаційно-інституційного механізму підвищення ефективності вітчизняної політики залучення іноземних інвестицій у сфери бізнес-діяльності, аргументовано необхідність кардинальних реформ у напрямі покращення іноваційно-інвестиційного розвитку країни і «піраміду реформ» та механізм її реалізації.
