Item Disinformation infiltration: the phenomenon of emergence and counteraction mechanisms(Київський національний економічний університет імені Вадима Гетьмана, 2025) Karpenko, Oleksandr; Карпенко, Олександр Валентинович; Tsymbalenko, Yana; Цимбаленко, Яна Юріївна; Savchenko, Nataliia; Савченко, Наталія ВолодимирівнаThe article substantiates the emergence of a socio-philosophical phenomenon, namely the penetration of disinformation, and analyzes the consequences of its impact on society. Accordingly, the authors developed an original approach to the definition of the concept of «penetration of disinformation». They proposed mechanisms to counter the penetration of illegal, dangerous, harmful, false, misleading, and manipulative content into Ukraine’s cyberspace. In this regard, the authors highlighted the imperfection of Ukrainian legislation, which fails to regulate tools for countering disinformation and does not provide for liability for the dissemination of false information. It is substantiated that disinformation generates public distrust of public authorities and democratic values, posing a grave danger and causing significant damage to society as a whole. The idea that disinformation infiltration is a cause of the democratic crisis becomes a hypothesis for further theoretical and methodological research. It is emphasized that, according to European standards, disinformation is not considered illegal, and its dissemination is not prohibited by law. Additionally, producers of fake news are often directly or indirectly protected by the democratic right to freedom of speech and freedom of expression. Unfortunately, the EU countries are still fighting not disinformation, but cybercrime and the spread of illegal content related to extremism, racial hatred, hate speech, violence, gender or religious intolerance, child pornography, and drug or arms trafficking, that is, not with the causes, but with its consequences. This highlights the ineffectiveness of Ukraine’s unauthorized information policy in combating disinformation disseminators in cyberspace. У статті обґрунтовано виникнення соціально-філософського феномену дезінформаційної інфільтрації та проаналізовано наслідки її впливу на суспільство. Надано авторське визначення поняття «дезінформаційна інфільтрація» та запропоновано механізми протидії проникненню незаконного, небезпечного, шкідливого, хибного, оманливого та маніпулятивного контенту в кіберпростір України. Виявлено недосконалість українського законодавства, яке не регламентує інструменти протидії дезінформації, а також не передбачає відповідальності за поширення неправдивої інформації. Обґрунтовано, що дезінформація породжує суспільну недовіру до органів державної влади та демократичних цінностей, що становить серйозну загрозу та завдає значної шкоди суспільству. Ідея про те, що дезінформаційна інфільтрація є однією з причин кризи демократії, чітко постає як гіпотеза для подальших наукових досліджень. Наголошується, що відповідно до європейських стандартів дезінформація не вважається незаконною, і її поширення законом не забороняється. Крім того, виробники фейкових новин прямо чи опосередковано захищені демократичним правом на свободу слова та свободу вираження поглядів. Країни ЄС борються не з дезінформацією, а з кіберзлочинністю та поширенням незаконного контенту, пов’язаного з екстремізмом, расовою ненавистю, мовою ворожнечі, насильством, гендерною або релігійною нетерпимістю, дитячою порнографією, торгівлею наркотиками або зброєю — тобто не з причинами, а з наслідками. The relevance of the topic is driven by the rapid growth of digital technologies that affect the decision-making process in the public sector, transforming classical forms of civic engagement and creating the need for new theoretical and methodological approaches to studying the interaction between an individual, the state, and algorithmic systems. The article aims to identify the potential and risks of hybrid intelligence for civil society and explore ways to preserve human agency and democratic oversight in the digital era. The key theoretical approaches to the concept of hybrid intelligence are systematized. The phenomenon of algorithmic governance is analyzed as a form of delegating managerial functions to artificial intelligence systems, which define the main digital challenges for civic participation. The methodological foundation of the study is based on general scientific methods of analysis, synthesis, comparison, generalization, and forecasting. These methods help identify the distinctive features of hybrid governance and its influence on digital participation, as well as analyze digital initiatives that either strengthen or weaken the agency of civil society. Special attention is given to the risks of algorithmic opacity, digital inequality, the delegation of responsibility, and the space restriction for public oversight. The article also emphasizes the importance of the ethical dimension of digital governance. The development of digital literacy among the population, the implementation of open-source code, and mechanisms for explainable AI. In this context, successful international practices, including the vTaiwan project, are examined to demonstrate the potential of inclusive digital participation through crowdsourcing tools. The conclusions substantiate that civil society should not only adapt to new conditions of hybrid governance but also actively shape regulatory, institutional, and technological frameworks for the functioning of the digital state. The concept of «hybrid intelligence democracy» is proposed, which envisions active participation of citizens in the creation, oversight, and ethical regulation of public administration algorithms. У статті обґрунтовано особливості цифрового розвитку громадянського суспільства в умовах впровадження гібридного інтелекту в практику публічного управління. Актуальність теми зумовлено стрімким розвитком цифрових технологій, які впливають на процеси прийняття державно-управлінських рішень у державному секторі, трансформуючи класичні форми громадської участі та викликаючи потребу в нових теоретико-методологічних підходах до дослідження взаємодії людини, держави та алгоритмічних систем. Метою статті є виявлення потенціалу і ризиків гібридного інтелекту для громадянського суспільства, а також пошук шляхів збереження людської суб’єктності та демократичного контролю в цифрову епоху. Систематизовано ключові теоретичні підходи до поняття гібридного інтелекту. Проаналізовано феномен алгоритмічного врядування як форми делегування управлінських функцій системам штучного інтелекту, що визначають основні виклики цифровізації для громадянської участі. Методологічну основу дослідження становлять загальнонаукові методи аналізу, синтезу, порівняння, узагальнення та прогнозування. За їх допомогою виявлено характерні риси гібридного управління, його вплив на цифрову партисипацію, а також здійснено аналіз цифрових ініціатив, які або посилюють та послаблюють суб’єктність громадянського суспільства. Особливу увагу приділено ризикам алгоритмічної непрозорості, цифрової нерівності, делегування відповідальності та звуження простору громадського контролю. Стаття також наголошує на важливості етичного виміру цифрового врядування, розвитку цифрової грамотності населення, впровадження відкритого коду та механізмів explainable AI. У цьому контексті розглянуто успішні міжнародні практики, зокрема проєкт vTaiwan, який демонструє можливості інклюзивної цифрової участі через використання краудсорсингових інструментів. У висновках обґрунтовано, що громадянське суспільство повинне не лише адаптуватися до нових умов гібридного управління, а й активно формувати нормативно-правові, інституційні та технологічні рамки функціонування цифрової держави. Пропонується концепція «демократії гібридного інтелекту», яка передбачає активну участь громадян у створенні, контролі та етичному регулюванні алгоритмів публічного управління.Item Цифрова трансформація vs оптимізація: інноваційні можливості для держави та бізнесу в процесі здійснення публічних закупівель(ДВНЗ «Київський національний економічний університет імені Вадима Гетьмана», 2022) Карпенко, Олександр Валентинович; Karpenko, Oleksandr; Федірко, Наталія Вікторівна; Fedirko, NataliiaКлючовим трендом сучасного суспільного розвитку є впровадження цифрових технологій в публічному управлінні та адмініструванні. Особливого значення набувають проекти цифровізації для регулювання державою процесів здійснення публічних закупівель. Проаналізовано світовий досвід впровадження цифрових трансформацій у процесах здійснення публічних закупівель та обґрунтовано значущість застосування для цього штучного інтелекту, блокчейну та великих даних як ефективного антикорупційного механізму. Доведено успішність цифрової реформи системи публічних закупівель в Україні на прикладі запровадження сервісів «Prozorro» та «Dozorro». Встановлено, що імплементація впровадження світового досвіду передових цифрових технологій в державному секторі та бізнесі здійснюється за двома концепціями: цифрової трансформації та цифрової оптимізації. Їх взаємодоповнюваність є необхідною умовою для до сягнення належного рівня відкритості, транспарентності та доброчесності між всіма суб’єктами здійснення публічних закупівель. A key trend of modern social development is the implementation of digital technologies in economic and management processes for both business and government. Their use expanded the possibilities of increasing the efficiency of activities, improving the quality of the goods created, saving resources and increasing productivity. Digitalization projects are of particular importance for the field of public procurement, as it is at the intersection of private and state interests, and its results are noted for the development of the country. In the article, the authors conducted a study of projects for the digital development of public procurement in different countries of the world and determined that the tools of artificial intelligence, blockchain, as well as big data and data analytics have the greatest anti-corruption effect in this area. The article also carried out a study of the digital reform of public procurement in Ukraine and determined that the electronic system Prozorro and its analytical tools, in particular Dozorro, proved their success in the international arena due to the achievement of transparency and openness of data. However, the problem of corruption in the field of public procurement remains unresolved, which actualizes this research vector. The authors provide examples of the latest digital trends, which are predicted by international analysts to be promising in the next digital projects. The authors established that the implementation of IT technologies in the public sector and private business is carried out according to two concepts: digital transformation, which involves the creation of a new model of activity, and digital optimization, which, with the help of a new digital tool, achieves a qualitative improvement of the existing model. These two concepts can be implemented separately from each other or be complementary. The authors justify this option of their agreement as the most expedient one for achieving the integrity of public procurement participants in a strategic perspective.Item Штучний інтелект як цифровий інструмент проєктного підходу в місцевому самоврядуванні(Київський національний економічний університет імені Вадима Гетьмана, 2024) Карпенко, Олександр Валентинович; Karpenko, Oleksandr; Васюк, Наталія Олегівна; Vasiuk, Nataliia; Осьмак, Антон Сергійович; Osmak, AntonУ статті обґрунтовано необхідність застосування технологій штучного інтелекту як цифрового інструментарію проєктного підходу у місцевому самоврядуванні в умовах сучасних викликів. Визначено напрями використання штучного інтелекту: автоматизація адміністративних процесів, аналіз і прогнозування ризиків, оптимізація ресурсів, персоналізована комунікація, стратегічне планування та управління командами. Запропоновано алгоритм адаптації технологій штучного інтелекту, що охоплює етапи від визначення пріоритетів до моніторингу результатів. Окреслено перспективні інноваційні рішення: машинне навчання, DSS-системи, блокчейн-управління, цифрові платформи та аналітичні інструменти, які сприятимуть сталому розвитку громад і підвищенню якості життя населення. The article substantiates the necessity of applying artificial intelligence (AI) technologies as a digital tool for the project-based approach in local governance. Local self-government plays a critical role in ensuring the functioning of communities, particularly during the current crisis caused by the Russian military invasion. Integrating modern AI-based management approaches enhances process automation, big data analysis, and resource optimization, improving efficiency. The study identifies key directions for AI application in local governance: project planning, control, and timeline management through analytics services; risk analysis and forecasting via machine learning algorithms; task automation for project execution; resource optimization using efficiency indicators; personalized communication with virtual assistants, chatbots, and digital democracy tools; intelligent HR services for team coordination; and informed decision-making based on big data analysis with reduced risks. An algorithm for AI adaptation in local selfgovernment has been proposed, encompassing stages such as task identification, data analysis for decision-making, process automation, resource monitoring, risk management, and personnel training. Examples of AI tools at the local level include «smart city» services for infrastructure monitoring, transportation optimization, and waste management; digital participation tools for public opinion analysis; and intelligent systems for strategic planning and tax procedure simplification. The study highlights the ethical implementation of AI with data protection and its benefits, including time savings, transparency, resource optimization, and enhanced communication. Prospective technologies include machine learning, natural language processing, computer vision, big data analysis, blockchain governance, and smart platforms for digital participation. These tools promote sustainable community development and improve public service delivery, ensuring higher quality of life for residents.
