    Дисертаційна робота присвячена дослідженню фінансування сфери культури в системі соціальних видатків бюджету України. В дисертаційній роботі визначено сферу культури як таку, що допомагає розвинути критичне мислення, полегшує пошук творчих рішень та сприяє ефективній комунікації та самовираженню важливої частини середовища, в якому формується та розвивається особистість. Це важлива частина формування людини та інструмент політики, що впливає на державотворення та генерує сферу культури як окрему галузь економіки, так і сферу, що впливає на розвиток економіки країни через створення якісних умов для відпочинку, що призводить до вдосконалення людського потенціалу та відновлення робочої сили. Оскільки поняття культури охоплює все світове надбання людства, усі форми взаємодії між людьми та результати їхньої спільної праці, його визначення в різні історичні епохи пояснювалось відповідно до тенденцій розвитку суспільства того часу. The dissertation is devoted to the study of financing the sphere of culture in the system of social expenditures of the budget of Ukraine. The dissertation defines the sphere of culture as one that helps to develop critical thinking, facilitates the search for creative solutions and promotes effective communication and self-expression of an important part of the environment in which a personality is formed and develops. This is an important part of the formation of a person and a policy tool that affects statehood and generates the sphere of culture, both a separate branch of the economy and a sphere that influences the development of the country's economy through the creation of quality conditions for recreation, which leads to the improvement of human potential and the restoration of the workforce. Since the concept of culture carries with it all the world heritage of mankind, every interaction of people with each other and their achievements as a result of joint work, that is why, in different eras, this definition was explained in accordance with the trends in the development of society at that time.
