    Удосконалення механізмів вироблення державної політики України у сфері лісового господарства: імплементація практик ЄС

    У роботі досліджено сутність та еволюцію державної лісової політики України, її розбіжності з європейською моделлю та перспективи адаптації до вимог Європейського зеленого курсу; визначено, що українська політика пройшла шлях від економічно орієнтованої моделі до поступового врахування екологічних і соціальних аспектів, проте залишається централізованою та стикається з проблемами незаконних рубок, корупції й відсутності довгострокової стратегії; у ЄС лісова політика базується на принципах сталого розвитку, децентралізації, прозорості та міжнародній сертифікації, що створює орієнтири для України; запропоновано реформування лісового господарства з урахуванням європейських практик, гармонізацію законодавства, впровадження цифрових інструментів моніторингу, розвиток систем FSC і PEFC, а також створення комплексного механізму формування політики, який поєднує економічні, екологічні та соціальні цілі й забезпечує інтеграцію України до європейського простору. In this study, the essence and evolution of Ukraine’s state forestry policy, its divergence from the European model, and the prospects for adaptation to the requirements of the European Green Deal are examined. It is established that Ukrainian forestry policy has transitioned from an economically oriented framework toward the gradual incorporation of ecological and social dimensions, yet remains predominantly centralized and continues to face systemic challenges such as illegal logging, corruption, and the absence of a coherent long-term strategy. In contrast, forestry policy within the European Union is grounded in the principles of sustainable development, decentralization, transparency, and international certification, thereby offering benchmarks for Ukraine. The research proposes the reform of Ukraine’s forestry governance through the adoption of European practices, harmonization of legislation, the introduction of digital monitoring instruments, the advancement of FSC and PEFC certification systems, and the establishment of a comprehensive policy-making mechanism that integrates economic, ecological, and social objectives, ultimately facilitating Ukraine’s effective integration into the European framework.
