    Глобальна кооперація в умовах конфліктів: емпіричне дослідження волатильності зовнішньої торгівлі в Україні та світі

    У статті розкрито проблематику глобальної кооперації в умовах конфліктів, надано тлумаченням міжнародної кооперації в сучасному світі та її архітектури, досліджено, як Україна долучена до неї з акцентом на торгівлю і капітал. Зазначено, що оскільки глобальна кооперація стосуються міжнародної політики та управління, постають виклики глобальних колективних дій. Підкреслено, що є велика диспропорція в глобальній співпраці, і наголошено, що скорочення розриву між більш і менш інтегрованими країнами може призвести до значних економічних вигід, але така реконфігурація тягне за собою додаткові компроміси. Зауважено, що сьогоднішній світ глибоко взаємопов'язаний. Відзначено, якщо бар'єри для торгівлі продовжуватимуть зростати, деякі країни можуть постраждати від уповільнення економічного зростання та зниження дифузії продуктивності та інновацій. Проаналізовано перенаправлення торговельних потоків у результаті російського вторгнення в Україну та його вплив на можливості розширення зовнішньоекономічної кооперації України. The global shocks of recent years have upended the current world order, and international economic systems have been plunged into deep uncertainty. The current global context is worrying, with increased competition and conflict replacing cooperation. Therefore, the issue of transforming global cooperation is extremely relevant. Estimating the approaches of domestic and world scientists, the paper provides an interpretation of international (global) cooperation in the modern world and its architecture, explores how Ukraine is involved in it with an emphasis on trade and capital. It is noted that international cooperation is not always a good thing, but since it concerns policies that go beyond the national economy and are used as part of global governance, challenges arise in view of expanding the scope of international cooperation and global collective action to achieve the goals of sustainable economic development in a changing world. Summarizing global trends, the paper notes that if barriers to trade continue to grow under the influence of global threats and the effects of the war in Ukraine, some countries may suffer from a slowdown in economic growth and a decrease in the diffusion of productivity and innovation. It is determined that there is a large disproportion in global cooperation, therefore, the issue of global fragmentation and diversification is emphasized, and it is emphasized that reducing the gap between more and less integrated countries can lead to significant economic benefits, but any type of reconfiguration entails additional trade-offs. Studying the empirical data, it is noted that today's world is deeply interconnected, although the trends of recent years are marked by a downward trend, including a noticeable drop in foreign trade in Ukraine, indicators of trade concentration remain low, foreign direct investment has an unstable trend. The redirection of trade flows as a result of the Russian invasion of the Ukraine and its impact on the possibilities of expanding Ukraine's foreign economic cooperation are noted and analysed.

    Консолідація фіскальних зусиль та міжурядова координація в умовах криз та конфліктів сучасного світу

    Стаття присвячена актуальним питанням консолідації фіскальних зусиль та міжурядової координації. Проаналізовано причини, необхідність та виклики консолідації фіскальних зусиль в межах європейського співтовариства. Досліджено європейський досвід використання спільного фіскального потенціалу підтримки безпеки та демократії, окреслено проблеми управління та конституційних обмежень в ЄС, які підривають здатність підвищувати фіскальну спроможність і відповідати на геополітичні виклики. Наголошено, що фіскальні зусилля залежать як від скоординованих дій наднаціональних утворень та центральних урядів держав, так і від спроможності локальних урядів. Окреслено значну роль місцевого самоврядування у воєнний час та зауважено, що нагальні проблеми ефективного управління фінансовими ресурсами визначають рішення та умови кооперації на наднаціональному, національному та місцевому рівнях. The article is devoted to the topical issues of consolidation of fiscal efforts and intergovernmental coordination in the context of crises and conflicts in the modern world. In an interconnected world, the consequences of wars and conflicts often reverberate beyond national borders. It is clear that the challenges posed by the pandemic and global conflict in recent years have significantly affected the trajectory of fiscal policy, fiscal consolidation and intergovernmental coordination in the affected countries and around the world. Although the global economic outlook is stabilising, fiscal policy continues to grapple with the legacy of high debt and deficits, while facing new challenges. Financing conditions remain difficult, while the cost pressures of addressing structural problems are becoming more pronounced. The article analyses and systemises the reasons, necessity factors and challenges of consolidating fiscal efforts within the European community. The European experience of using the common fiscal potential to support security and democracy in the current environment is studied, and the problems of governance and constitutional limitations that seriously undermine the ability to increase fiscal capacity and respond to geopolitical challenges are outlined. It is emphasised that fiscal efforts depend not only on the coordinated actions of supranational entities and central governments, but also on the capacity of local governments, which, in conditions of uncertainty and threats, experience the most destructive impact in ensuring the quality of public needs. The author proves the role of local governments in wartime and notes that the problems of effective financial resource management should determine the solutions and conditions for cooperation at the supranational, national and local levels, which will meet the immediate needs for reconstruction and promote long-term recovery and sustainability in Ukraine. Understanding the determinants of the gaps in the mechanism of budgetary support for local development and the implications for sustainable community development, it is important to strengthen the financial capacity of local governments in the strategic guidelines of the state's role. Finally, high-quality and sustainable horizontal and vertical inter-municipal coordination, a system of control and the creation of a mechanism for monitoring the legitimacy of local government decisions, the involvement of local communities in key regional and local policies, and the definition of criteria for the formation of capable territorial communities, taking into account military challenges and the requirements of European integration, are also key to effective conflict management at the local government level in Ukraine.

    Трансформація економіки і ефекти поширення: виклики та адаптація України в свiтлi NNTT

    У сучасних умовах глобальної нестабільності, війни в Україні та посилення інтеграційних процесів із ЄС постає нагальна потреба у переосмисленні ролі зовнішньої торгівлі як чинника структурної трансформації національної економіки. Особливо важливо дослідити механізми формування spillover-ефектів, що виникають унаслідок адаптації підприємств до змін регуляторного середовища, ринкової відкритості та інституційних реформ. Нова-нова теорія торгівлі (NNTT), що зосереджується на фірмовій продуктивності та селекції, надає ефективний інструментарій для аналізу цих процесів у країнах із високим рівнем екзогенних шоків. Незважаючи на наявність значного масиву емпіричних досліджень у сфері міжнародної торгівлі, досі бракує системного аналізу того, як саме фірмова гетерогенність, політична турбулентність і структурна асиметрія впливають на здатність українських підприємств до формування конкурентоспроможного експортного потенціалу. У науковій літературі недостатньо висвітлені процеси адаптації МСП та державних підприємств в умовах війни, а також відсутній порівняльний аналіз ефективності механізмів підтримки експортерів у країнах з подібною структурною трансформацією. Метою цієї статті є розкриття структурних та поведінкових чинників, що визначають spillover-ефекти у зовнішній торгівлі України. У статтi дослiджуються економiчнi ефекти торгiвлi та поширення (spillover) у країнах Європейського Союзу та України. Зосереджено увагу на мiждисциплiнарному пiдходi, що охоплює макроекономiчну полiтику, iнституцiйну структуру, поведiнковi фактори та геополiтичнi ризики. У роботі застосовано теорію NNTT, інституційну економіку та аналіз економічних показників у 2000–2024 роках. Оцінено динаміку експорту за галузями, адаптацію фірм до нових ринків, продуктивність SMEs і SOEs, а також обсяг spillover-ефектів у секторах ІТ, агро, оборони, машинобудування. Дослідження підтверджує, що формування стійкого експортного потенціалу в Україні потребує переорієнтації політики з макрорівневих стимулів на мікрорівневу підтримку продуктивних фірм, зокрема шляхом зменшення фіксованих витрат експорту, інституційної підтримки кластерів та цільової допомоги секторам із високим потенціалом spillover. На основi концептiв NNTT проаналiзовано, як фiрмова неоднорiднiсть, регуляторне середовище,вiдкритiсть ринку та економiя вiд масштабу впливають на структурнi трансформацiї. Розглянуто особливостi української економiки в контекстi вiйни та євроiнтеграцiї. Стаття спирається на сучасну емпiричну лiтературу та пiдкреслює необхiднiсть координацiї полiтик у глобалiзованому торговельному просторi. In the context of global instability, the ongoing war in Ukraine, and accelerated integration with the European Union, there is an urgent need to reconsider the role of international trade as a driver of structural transformation within the national economy. Emphasis should be placed on understanding the mechanisms of spillover effects that arise as firms adapt to evolving regulatory frameworks, market openness, and institutional reforms. The New-New Trade Theory (NNTT), which focuses on firm-level productivity and selection mechanisms, provides an effective analytical toolkit for exploring these dynamics in countries exposed to significant exogenous shocks. Despite a growing body of empirical research in international trade, there remains a lack of systematic analysis of how firm heterogeneity, political volatility, and structural asymmetries affect the ability of Ukrainian enterprises to build competitive export capacity. Current academic literature underrepresents the processes by which small and medium-sized enterprises (SMEs) and state-owned enterprises (SOEs) adjust under wartime conditions. Furthermore, there is a shortage of comparative evaluations of export support mechanisms in structurally transforming economies. The aim of this article is to uncover the structural and behavioral factors that determine spillover effects in Ukraine’s external trade. The study examines trade and spillover dynamics in both the European Union and Ukraine through an interdisciplinary lens— encompassing macroeconomic policy, institutional architecture, behavioral economics, and geopolitical risks. The methodological framework combines the NNTT with institutional economic analysis and macroeconomic data spanning 2000–2024. The paper assesses sectoral export trends, firm-level adaptation to external markets, SME and SOE productivity, and spillover intensity in the IT, agriculture, defense, and machinery sectors. Findings confirm that sustainable export development in Ukraine requires a shift from macro-level stimuli to targeted micro-level support for productive firms. This includes reducing fixed export costs, fostering institutional support for industrial clusters, and prioritizing sectors with high spillover potential. Drawing from NNTT concepts, the study analyzes how firm-level heterogeneity, regulatory complexity, market access, and economies of scale shape structural change. Special attention is given to the wartime and EU-integration context of Ukraine. The article emphasizes the need for coordinated policy design in a globalized trade system
