    Соціальна відповідальність державних підприємств у площині забезпечення економічної безпеки країни

    У статті досліджено взаємозв’язок між соціальною відповідальністю державних підприємств (ДП) та економічною безпекою держави. Проаналізовано роль соціальної відповідальності як чинника забезпечення стабільності економічної системи, зниження корупційних ризиків, розвитку інфраструктури, створення робочих місць, підтримки екологічної безпеки. Визначено, що ДП, функціонуючи у стратегічних галузях (енергетика, транспорт, машинобудування та сільське господарство), суттєво впливають на фінансову, соціальну та інноваційну складові економічної безпеки. Акцентовано увагу на проблемах управління ДП, серед яких низька ефективність діяльності, значний рівень збитковості та відсутність чітких стандартів соціальної звітності. Запропоновано шляхи вдосконалення правового регулювання соціальної відповідальності через запровадження обов’язкових стандартів соціальної звітності, підвищення прозорості, стимулювання відповідальних підприємств та створення системи моніторингу. Global economic challenges, environmental threats, social instability are bringing to the issue of ensuring the state economic security. Considering this, state-owned enterprises (SOEs) play a key role in strengthening economic stability, social welfare and act as a tool for realizing national strategic interests by increasing the investment attractiveness, stimulating innovative development and reducing social risks. The objective of the article is to substantiate the role and importance of socially responsible activities of SOEs as a factor of strengthening the economic security of the State. The article examines the relationship between the social responsibility of SOEs and the economic security of the state. The role of social responsibility as a factor in ensuring the stability of the economic system, reducing the corruption risks, developing the infrastructure, creating jobs and supporting the environmental security is analyzed. It is determined that SOEs, operating in strategic industries such as energy, transport, mechanical engineering and agriculture, significantly affect the financial, social and innovative components of the economic security. The attention is focused on the problems of managing SOEs, including low efficiency, a significant level of unprofitability and the lack of the clear social reporting standards. The weaknesses of the management report provided for by the national legislation are outlined, including formalism, a low level of detail and insufficient control over the reliability of data. Ways are proposed to improve the legal regulation of social responsibility through the introduction of the mandatory social reporting standards, increasing the transparency, encouraging responsible enterprises and creating a monitoring system.

    Інноваційні інструменти розвитку соціального підприємництва: еволюція та сучасні підходи

    Вступ. Сучасні зміни в соціальних потребах та нові виклики, пов’язані зі сталим розвитком, вимагають пошуку новітніх підходів до вирішення соціальних проблем через застосування інноваційних інструментів. Зокрема, цифрові технології, краудфандинг, блокчейн та мікрофінансування відкривають нові можливості для розвитку соціального підприємництва, що поєднує отримання прибутку з досягненням соціальних цілей. Проблематика. В Україні соціальне підприємництво перебуває на етапі становлення, проте його впровадження набуває значення в умовах глобальних викликів, таких як економічні кризи, екологічні загрози та війна. Пошук ефективних механізмів фінансування та розвитку соціальних ініціатив через інноваційні інструменти стає важливим завданням. Мета – оцінка еволюції інноваційних інструментів розвитку соціального підприємництва, а також сучасних підходів до їх упровадження в умовах української економіки. Методи. Використано методи порівняльного аналізу, синтезу, опису, теоретичного узагальнення для формування напрямів застосування інноваційних інструментів у соціальному підприємництві, а також аналізу практичних прикладів використання сучасних цифрових платформ і фінансових інструментів. Результати. Доведено, що цифрові інструменти, зокрема краудфандинг та мікрофінансування, є ефективними засобами фінансування соціальних ініціатив. Блокчейн-технології сприяють забезпеченню прозорості й довіри серед донорів і партнерів. Крім того, для успішного розвитку соціального підприємництва в Україні необхідно вдосконалювати законодавчі та регуляторні механізми, а також полегшувати доступ до інноваційних фінансових інструментів. Висновки. Інноваційні інструменти розвитку соціального підприємництва, включно з цифровими платформами та фінансовими механізмами, стають критичними для забезпечення сталості й ефективності соціальних ініціатив. В Україні необхідно подолати бар'єри, такі як обмежений доступ до фінансування та недостатньо розвинута правова база, що дасть змогу активно впроваджувати інноваційні підходи для вирішення соціальних проблем. Introduction. Contemporary changes in social needs and new challenges associated with sustainable development require the search for innovative approaches to solving social problems through the application of advanced tools. In particular, digital technologies, crowdfunding, blockchain, and microfinance create new opportunities for developing social entrepreneurship, which combines profit generation with achieving social goals. Problem Statement. In Ukraine, social entrepreneurship is at an early stage of development; however, its implementation is gaining importance amidst global challenges such as economic crises, environmental threats, and war. Identifying effective mechanisms for financing and advancing social initiatives through innovative tools becomes a critical task. Purpose. The article aims to analyze the evolution of innovative tools for developing social entrepreneurship and to explore modern approaches to their implementation within the context of the Ukrainian economy. Methods. Methods of comparative analysis, synthesis, description, and theoretical generalization were used to form directions for the application of innovative tools in social entrepreneurship, as well as to analyze practical examples of the use of modern digital platforms and financial instruments. Results. The study demonstrates that digital tools, particularly crowdfunding and microfinance, are effective means for financing social initiatives. Blockchain technologies contribute to ensuring transparency and trust among donors and partners. Additionally, it is noted that the successful development of social entrepreneurship in Ukraine requires the improvement of legislative and regulatory mechanisms and facilitating access to innovative financial tools. Conclusions. Innovative tools for developing social entrepreneurship, including digital platforms and financial mechanisms, are critical for ensuring the sustainability and effectiveness of social initiatives. In Ukraine, it is necessary to overcome existing barriers, such as limited access to financing and an underdeveloped legal framework, to actively implement innovative approaches for addressing social issues.
