By employing advanced mathematical modeling techniques, we explore the intricate relationships between HRM practices and their impact on organizational effectiveness and regional growth. The study utilizes nonlinear differential equations to capture the dynamic interactions among various HRM variables, including recruitment, training, retention, and performance evaluation. Through simulations and case studies, we demonstrate how nonlinear dynamics can reveal critical insights into the adaptive behaviors of public institutions in response to changing socio-economic conditions. Our findings highlight the importance of strategic HRM in fostering sustainable development and enhancing public service delivery. Основну увагу приділено аналізу територіально-виробничих кластерів, які сприяють розвитку інновацій та підвищенню ефективності взаємодії між аграрними і будівельними підприємствами. Розглянуто циклічні моделі економічної динаміки (моделі Солоу, Ромера, Кобба – Дугласа) як інструменти для оцінювання впливу інновацій та визначення інноваційного застою. Моделі допомагають пояснити, як економічні процеси розгортаються в різних регіонах під впливом періодичних (циклічних) змін і як ці процеси взаємодіють із просторовими факторами. Метою дослідження є розроблення рекомендацій для покращення управління процесами кластеризації через ефективне використання економіко-математичних моделей та аналізу ризиків, пов’язаних з кластерною організацією. Розглянуто основні переваги територіально-виробничих кластерів, зокрема підвищення продуктивності, інноваційний розвиток та економія на масштабах виробництва завдяки спільному використанню ресурсів. Водночас досліджено ризики, такі як монополізація ринку, висока вартість входу для нових учасників, залежність від регіональної специфіки та надмірна конкуренція між учасниками. Висвітлено важливість інтеграції економіко-математичних моделей у сучасні інформаційні системи управління (BIM (Building Information Modeling) Інформаційне моделювання будівель, ERP (Enterprise Resource Planning) Планування ресурсів підприємства, SCM (Supply Chain Management) Управління ланцюгами постачання), що уможливлює ефективніше прогнозувати розвиток кластерів та виявляти чинники, які сприяють або стримують інноваційний розвиток. Отже, пропонуються рекомендації щодо покращення управлінських підходів для мінімізації ризиків і максимізації вигод від кластеризації, особливо в аграрно-будівельному секторі України. This article explores the economic and managerial aspects of innovative development within agro-construction clusters based on modern theoretical and methodological premises and models of economic dynamics. The primary focus is on analyzing territorial-industrial clusters that promote innovation and enhance the efficiency of interaction between agricultural and construction enterprises. The article discusses cyclical models of economic dynamics (Solow, Romer, and Cobb-Douglas models) as tools for assessing the impact of innovation and identifying innovation stagnation. These models help explain how economic processes unfold in different regions under the influence of periodic (cyclical) changes and how these processes interact with spatial factors. The aim of the study is to develop recommendations for improving the management of clustering processes through the effective use of economic-mathematical models and risk analysis associated with cluster organization. The article examines the key advantages of territorial-industrial clusters, including increased productivity, innovative development, and economies of scale through shared resource use. At the same time, risks such as market monopolization, high entry costs for new participants, dependence on regional specificities, and excessive competition among participants are explored. The article also highlights the importance of integrating economic-mathematical models into modern management information systems (BIM – Building Information Modeling, ERP – Enterprise Resource Planning, SCM – Supply Chain Management), which allow for more effective forecasting of cluster development and identifying factors that contribute to or hinder innovative development. In addition, it emphasizes the synergistic effect between the agricultural, agro-processing and construction sectors within the agro-construction cluster, which functions as a multi-component operational system of the innovative type. Background. The external environment affects the economic activity of processing enterprises through factors, including the international factor. Cooperation of Ukraine with international financial organizations was actual and remains the same today, because before the domestic business entities the issue of finding resources and obtaining support in the foreign market becomes more and more relevant. The aim of the article is to determine the role, prospects and impact of cooperation between international financial institutions and Ukraine on domestic processing enterprises, to summarize the results of Ukraine's cooperation with international organizations in the current political and economic situation in Ukraine. Materials and methods. The methodological basis of the article is the synthesis of research results of domestic and foreign scholars on the economic results of international cooperation, the study of relevant international assistance projects that influenced the development of both an individual region and the whole Ukraine. The research was conducted using the methods of theoretical generalization, comparative analysis, deduction. Results. Projects of international cooperation have a positive impact on the development of processing enterprises and become a key aspect of the development of a separate region and the state as a whole, since attracting additional investments stimulates the development of expanded production, the profitability of enterprises in the processing industry, and the stabilization of the national economy. Conclusion. Cooperation with international financial institutions is important for reforming the Ukrainian economy, improving macro-financial indicators, forming a competitive market environment, cost-effective production of processing enterprises, and stabilizing the national currency. At the same time, it should be noted that international cooperation should not be based on the economic dependence of Ukraine on its international partners, the increase of public debt and the threat of its sovereignty. М.; Ryzhakova, H.У сучасному контексті глобалізації та стрімкого розвитку інформаційних технологій все більшого значення набувають локалізовані виробничі мережі та регіонально-функціональні бізнес-кластери. Ці форми організації економіки дозволяють підприємствам досягти високих рівнів ефективності та конкурентоспроможності шляхом взаємодії, співпраці та обміну знаннями між учасниками. Функціонування підприємств у таких структурах сприяє інноваціям, оптимізації виробничих процесів, зниженню собівартості та підвищенню адаптованості до змін ринкового середовища. У статті досліджено моделі функціонування підприємства в рамках локалізованих виробничих мереж–міжгалузевих бізнес-кластерів у форматі агробудівельного кластера. Кластери представлені як реалізація нової моделі інноваційного розвитку підприємств, яка суттєво підвищує їх ефективність за рахунок територіальної концентрації та кооперації. Проаналізовано теоретико-методологічні передумови моделей циклічної територіальної та хронологічної економічної динаміки, що розкривають взаємозв’язок між економічними функціональними можливостями, а також моделі оцінки та прогнозування змін внутрішнього середовища підприємств кластера. Кластери, зокрема створення агробудівельного кластера, вважаються ефективною організаційною моделлю, яка забезпечує синергію сільськогосподарських і будівельних підприємств за рахунок спільного використання ресурсів та інноваційних рішень. Для визначення інноваційного розвитку підприємств запропоновано економіко-математичні моделі: модель оптимізації синергічного ефекту (лінійне програмування, модель регресійного аналізу для прогнозування синергічного ефекту, модель багатоагентного кластерного моделювання, модель мережевої взаємодії компаній у кластері, оцінка та прогнозування змін внутрішнього середовища структурних підрозділів (на рівні підприємства), модель динамічного програмування довгострокового планування та модель оцінки та прогнозування змін у внутрішньому середовищі структурних підрозділів (на рівні підприємства) Особливу увагу приділено інтегрованим підприємствам у складі територіально-виробничого кластера на прикладі агробудівельного кластера ПАТ «МХП», що сприяє розширенню можливостей інноваційного розвитку шляхом впровадження нових технологій та практик менеджменту. In the modern context of globalization and rapid development of information technologies, localized production networks and regionally-functional business clusters are gaining increasing importance. These forms of economic organization allow enterprises to achieve high levels of efficiency and competitiveness through interaction, cooperation, and knowledge exchange among participants. The functioning of enterprises within such structures fosters innovation, optimization of production processes, cost reduction, and improved adaptability to changes in the market environment. The article examines models of enterprise functioning within localized production networks–intersectoral business clusters in the format of an agro-construction cluster. Clusters are presented as an implementation of a new model of innovative development for enterprises, which significantly enhances their performance through territorial concentration and cooperation. Theoretical and methodological prerequisites of models of cyclic territorial and chronological economic dynamics are analyzed, revealing the relationship between economic functionalities, as well as models for assessing and forecasting changes in the internal environment of enterprises within the cluster. Clusters, particularly the creation of an agro-construction cluster, are considered an effective organizational model that ensures synergy between agricultural and construction enterprises through the shared use of resources and innovative solutions. Economic and mathematical models are proposed to help determine the innovative development of enterprises: a model for optimizing the synergistic effect (linear programming, a regression analysis model for forecasting the synergistic effect, a multi-agent cluster modeling model, a network interaction model of companies within a cluster, evaluation, and forecasting changes in the internal environment of structural units (at the enterprise level), a dynamic programming model for long-term planning, and a model for evaluating and forecasting changes in the internal environment of structural units (at the enterprise level). The proposed division and given examples of new effective managements solutions in conditions of high risks.Item Роль будівельної галузі у відновленні переробних підприємств під час кризи(Київський національний економічний університет імені Вадима Гетьмана, 2024) Онікієнко, Надія Володимирівна; Onikiienko, NadiiaУ статті розглянуто наслідки кризового періоду для роботи переробних підприємств України. Встановлено, що військові дії на території нашої держави та загальна нестабільність призводять до зменшення виробництва та змушують переробні підприємства припиняти свою діяльність. Багато підприємств зазнають серйозних фінансових труднощів через обмеження в роботі, проблеми з постачанням сировини, втрату промислових об’єктів. Влітку 2022 року відсоток компаній, які закрилися або перебували у стані припинення діяльності склав 46,8 %. Значним наслідком війни для української економіки на даний момент є стрімкі зміни в територіальному розташуванні та зміна симетрії переробної промисловості України. Війна також вплинула на галузеву структуру переробної промисловості, спродукувавши значні зрушення та зміни в обсягах реалізованої продукції. Політична ситуація, яка склалася в Україні та розрив бізнесових ланцюгів із тимчасово окупованими територіями, вимагає від переробних підприємств пошуку нових ринків збуту продукції, джерел постачання сировини, зміну логістичних зв’язків, збільшення виробництва сировини та власної продукції. Під час проведення дослідження було виявлено, що певні ключові аспекти впливу на діяльність переробних підприємств, були вивчені раніше недостатньо. Встановлено, що критичне значення для переробної промисловості держави в період кризи відіграє будівельна галузь, яка покликана сприяти відновленню даної промисловості: розвивати інфраструктуру, будувати та модернізувати виробничі приміщення, що дозволяє впроваджувати нові технології та оптимізувати виробничі процеси, покращувати умови самого виробництва, будувати енергетичні об’єкти для забезпечення переробних підприємств стабільним та доступним енергопостачанням, застосовувати сучасні будівельні технології, які дозволять створювати екологічно чисте та енергоефективне виробництво. Для відновлення та розвитку переробної промисловості України, з огляду впливу будівельної галузі, пропонуємо застосовувати наступні заходи: широке впровадження програми релокації підприємств з розширенням державної підтримки; застосування державних програм для відбудови майна та кредитування, розвиток міжнародних комунікацій та європейського вектору відновлення повоєнної промисловості на засадах ESG-концепції та принципах building back better, дотримання принципів енергоефективності та енергозбереження, застосовування декарбонізаційних заходів. Дані інструменти покликані забезпечити стимулюючі процеси в переробній галузі для досягнення та перевищення довоєнного рівня обсягу конкурентної та якісної продукції, що випускається. Розвиток будівельної галузі відіграє важливу роль у відновленні переробних підприємств України, тому важливо створити сприятливі умови для їх співпраці, розробити комплексні стратегії розвитку, спрямовані на забезпечення сталого економічного зростання та підтримки внутрішнього виробництва. The article discusses the consequences of the crisis period for the work of processing enterprises in Ukraine. It is established that hostilities on the territory of our state and general instability lead to a decrease in production and force processing enterprises to cease their activities. Many enterprises are experiencing serious financial difficulties due to work restrictions, problems with the supply of raw materials, and the loss of industrial facilities. In the summer of 2022, the percentage of companies that closed or were in the process of ceasing operations was 46.8 %. A significant consequence of the war for the Ukrainian economy at the moment is the rapid changes in the territorial location and the change in the symmetry of the processing industry of Ukraine. The war also affected the sectoral structure of the processing industry, producing significant shifts and changes in the volume of products sold. The current political situation in Ukraine and the severance of business chains with the temporarily occupied territories require processing enterprises to search for new markets for products, sources of supply of raw materials, change logistics links, increase the production of raw materials and their own products. During the study, it was found that certain key aspects of the impact on the activities of processing enterprises were previously insufficiently studied. It is determined that the construction industry is of critical importance for the processing industry of the State during the crisis, which is designed to contribute to the recovery of this industry: to develop infrastructure, to build and modernize production facilities, which allows to introduce new technologies and optimize production processes, to improve the conditions of production itself, to build energy facilities to provide processing enterprises with stable and affordable energy supply, to apply modern construction technologies that will create environmentally friendly and energy-efficient production. For the restoration and development of the processing industry of Ukraine, taking into account the impact of the construction industry, we propose to apply the following measures: widespread implementation of the enterprise relocation program with the expansion of state support; the use of state programs for the reconstruction of property and lending, the development of international communications and the European vector for the recovery of the post-war industry based on the ESG concept and the principles of building back better, compliance with the principles of energy efficiency and energy saving, and the application of decarbonization measures. These tools are designed to provide stimulating processes in the processing industry to achieve and exceed the prewar level of the volume of competitive and high-quality products. The article is devoted to the development of general methodological regulation and analytical and information support for the processes of administration by enterprises participating in integration formations in construction development. In the current conditions of globalization and the growing role of cluster organizations, there is a need for new approaches to the management of enterprises that are united in integration formations. Methods of coordination, strategic planning and effective use of information technology to support management processes play an important role. The article considers a number of economic and managerial models that allow selecting key indicators of enterprise performance that will contribute to achieving strategic goals and increasing competitiveness. In particular, the article analyzes the models of the Balanced Scorecard, Economic Value Added (EVA), Porter's Competitive Forces, Cost and Volume Analysis (CVP), and other approaches widely used in management practice. The presented models help to assess economic efficiency, innovation activity and resource management in the context of clustering. The importance of the synergistic effect arising from the cooperation of enterprises within clusters is emphasized. Based on the analysis of scientific works of foreign and Ukrainian researchers, the article offers recommendations for improving the administration processes in construction development, in particular through the integration of modern information systems and innovative technologies. В период политической и экономической нестабильности, когда осуществляется государственная децентрализация и территориальные общины получают большие полномочия и ресурсы, вопрос построения модели управления предприятиями приобретает все большую актуальность. Цельюстатьи является разработка эффективной модели управления перерабатывающими предприятиями соответствующей целевому направлению развития государства. Методика. В процессе анализа было установлено, что эффективная модель управления перерабатывающими предприятиями должна соответствовать стратегиям развитиями государства и отдельного региона. Эти стратегии взаимосвязаны и предусматривают комплексный системный подход. Исследование основано на анализе сильных и слабых сторон региона: территориально-географических, экономических, промышленных. Исходя из анализа сильных сторон области, были определены возможности для эффективного развития перерабатывающих предприятий на данной территории и разработана модель территориально-ориентированного управления предприятиями. Модель основывается на принципах экономического и политического развития региона, с помощью которой реализуются его возможности. Выводы исследования. Территориально-ориентированное управление перерабатывающим предприятием – это эффективная модель организации и управления. Такая модель охватывает все сферы влияния на развитие предприятия. Она основана на взаимосвязи территории и перерабатывающего предприятия и обеспечивает получение государственной поддержки в рамках утвержденной стратегии развития определенной территории. В предлагаемой модели, мы наблюдаем, что на первом этапе – организации предприятия, его основатель ориентируется на территориально привлекательное расположение предприятия. На втором этапе – развитие, предприятие, развиваясь в соответствии со стратегий развития регионов и государства, имеет возможность получить государственную поддержку и положительно повлияет на территорию, уменьшая ее негативные стороны, развивает ее. The subject of research of this article are the processing enterprises of Ukraine. In the period of political and economic instability, when state decentralization is carried out and territorial communities receive greater powers and resources, the issue of building a model of enterprise management is becoming increasingly important. The purpose of the article is to develop an effective model for managing processing enterprises in the relevant direction of the development of the state. Methodology. During the analysis it was established that an effective management model for processing enterprises should be consistent with the development strategies of the state and a particular region. These strategies are interrelated and provide for a comprehensive system approach. The study is based on an analysis of the strengths and weaknesses of the region: geographic, economic, industrial. Based on the analysis of the strengths of the region, the opportunities for efficient development of processing enterprises in the given territory were determined and a model of territorially-oriented management of enterprises was developed. The model is based on the principles of economic and political development of the region, with the help of which, its opportunities are realized. Conclusions. Territorial-oriented management of a processing enterprise is an effective model of organization and management. This model covers all spheres of influence on the development of the enterprise. It is based on the interrelation of the territory and the processing enterprise and ensures the receipt of state support within the framework of the approved development strategy for a certain territory. In the proposed model, we observe that at the first stage – the organization of the enterprise, its founder is guided by the geographically attractive location of the enterprise. Щоб функціонування переробних підприємств було ефективним, управління їх виробничо-економічними процесами повинно відбуватись на інноваційних засадах, що характерні трендам сучасного етапу розвитку європейських та світових компаній. На нашу думку, такими напрямками управління інноваційним розвитком переробних підприємствам є: екологічність, емерджентність, гуманізм, цифровізація, глобалізація, поєднання роботи людини та машин, що відповідає принципам Індустрії 5.0. The processing industry, whose enterprises are facing many challenges today, plays an important role in the national economy of Ukraine. In order for the functioning of processing enterprises to be effective, the management of their production and economic processes should take place on an innovative basis, which is characteristic of the trends of the current stage of development of European and world companies. Окрему увагу приділено питанням інтеграції екологічних та соціальних принципів у стратегії корпоративного управління, що є важливим для забезпечення довгострокового розвитку. The article is dedicated to exploring the important role of management in the context of the global Sustainable Development Goals (SDGs), which were proclaimed by the UN General Assembly in 2015 and outlined in the Decree of the President of Ukraine dated September 30, 2019, No. 722. The paper discusses the key principles of sustainable development, which encompass economic, social, and environmental aspects, and examines the role of management in achieving these goals at both the national and international levels. An important aspect is the integration of management strategies in various sectors of the economy and society, particularly in the corporate sector, where corporate social responsibility (CSR) plays a crucial role in implementing sustainable and responsible practices. The article also analyzes how inclusive management approaches, diversity management, and strategic planning contribute to the realization of the global SDGs and highlights the challenges faced by Ukraine in achieving these goals. It emphasizes the need for more active integration of sustainable practices in management activities at all levels, from corporations to government institutions. Special attention is given to the interaction between the three main sectors: government, private sector, and civil society. Only through close cooperation among these sectors can effective mechanisms for implementing policies that consider ecological responsibility, economic efficiency, and social justice be created. The article also stresses the importance of adapting national strategies and policies to international sustainable development standards and highlights the significance of national policy for achieving the global SDGs. For Ukraine, this is especially important, as the country faces numerous economic, social, and environmental challenges that require comprehensive and coordinated actions. The research methods include analyzing academic publications, comparing international experience and statistical data, as well as studying practical examples of implementing sustainable development strategies both in Ukraine and abroad. The practical value of the findings lies in developing recommendations for government bodies, businesses, and civil society organizations to improve management strategies that contribute to achieving the global SDGs. The article emphasizes the critical importance of strategic management in achieving the global SDGs, particularly through the development of inclusive and effective management models that integrate environmental and social principles into business practices and public administration. The mechanism of state support of enterprises is analyzed and the problems of budgetary support for their development in Ukraine are defined. Particular attention is paid to processing enterprises. Directions of budgetary support of economic entities in the European Union are considered. The methods of perfection of state support of economic activity of enterprises in Ukraine are offered, in particular, use of budgetary-tax levers that will promote the competitiveness of the Ukrainian products of processing industry on the European markets. Переробні підприємства є важливою складовою національної та світової економіки, де вони відіграють значну роль у боротьбі з голодом у світі та з продовольчою кризою. Вистояти та ефективно функціонувати в таких умовах є дуже складним завданням, адже на роботу підприємства діють багато негативних чинників, викликаних воєнними діями. Основними із них є знищення матеріальних активів, проблеми зі збутом і постачанням, недостатня кількість персоналу, нестача сировини та інше. Із даних опитування, яке проводилося серед підприємств, лише 30 % із них можуть повністю відновити свою роботу. Тому дуже важливо в сучасних реаліях відшукувати шляхи підвищення ефективності управління переробними підприємствами в Україні, підключати ефективний менеджмент, який буде спрямований на зменшення негативного впливу війни та покращення фінансових показників підприємств. Великого значення сьогодні набувають висококваліфіковані співробітники, оскільки у зв’язку з військовими діями на території України велика кількість їх виїхали або були мобілізованими. Тому інструментами ефективного управління можуть бути перекваліфікація працівників, зміна їх режиму роботи, переорієнтація виробництва та випуск нових видів продукції. Важливим ефективним управлінським рішенням стає релокація підприємств і заходи ресурсоефективного використання. Державна підтримка під час війни є необхідною умовою ефективного функціонування переробних підприємств. Вона може бути надана у вигляді впровадження програм із надання грантів, єдиноразової фінансової допомоги на відбудову чи проведення заходів із релокації, залучення іноземних держав та компаній, які стимулюватимуть розвиток підприємств із залученням інвестицій або донорських ресурсів. Ефективне функціонування українських переробних підприємств — завдання не лише поодиноких власників та управлінців, це завдання державного та міжнародного рівнів. In the terrible conditions of the war taking place on the territory of Ukraine, our state faces many tasks: to preserve its independence, its people, its lands, to support the economy, providing people with the opportunity to live in their homeland. Processing plants are an important component of the national and world economy, where they play a significant role in the fight against world hunger and the fight against the food crisis. To survive and function effectively in such conditions is a very difficult task, because the work of the enterprise is affected by many negative factors caused by hostilities. The main ones are: destruction of tangible assets, problems with sales and supply, insufficient number of personnel, lack of raw materials, etc. According to the survey conducted among enterprises, only 30% of them can fully resume their work. Therefore, it is very important in today’s realities to find ways to improve the efficiency of management of processing enterprises in Ukraine, to connect effective management aimed at reducing the negative impact of the war and improving the financial performance of enterprises. Highly qualified employees are of great importance today, because due to military operations on the territory of Ukraine, a large number of them left or were mobilized. Therefore, the tools for effective management here can be: retraining of workers, changing their mode of operation, reorientation of production and production of new types of products. An important effective management decision can be the relocation of enterprises and resource-efficient use measures. State support during the war is a prerequisite for the effective functioning of processing enterprises. It can be provided in the form of implementation of grant programs, one-time financial assistance for reconstruction or relocation measures, involvement of foreign states and companies that will stimulate the development of enterprises with the attraction of investments or donor resources. The effective functioning of Ukrainian processing enterprises is not only a task of individual owners and managers, it is a task of the state and international levels.
