The study analyses the origin and development of financial crises, which, in turn, are given special attention as they are becoming increasingly common amid deepening globalization and the growing integration of world markets. Particular emphasis is placed on theoretical aspects, in particular, on different approaches to the classification of financial crises, as well as on their key characteristics and determining factors that contribute to their emergence and development. The author examines the impact of global financial crises on macroeconomic indicators, including recession, instability of national currencies, rising unemployment and a general decline in economic activity, which have long-term consequences for the global economy. Particular attention is paid to the analysis of the impact of the financial crisis on the Ukrainian economy, taking into account its specific socio-economic conditions and structural problems that impede the overcoming of the crisis. The main challenges facing Ukraine in the context of the financial crisis are identified, including low productivity, instability of the banking system and weak competitiveness in global markets. The study also examines strategies for preventing and overcoming financial crises, including improving the regulatory framework, developing effective macroeconomic policies and strengthening the role of the state in managing economic processes. In addition, the international experience of overcoming financial crises and the possibility of adapting it to Ukrainian realities to ensure sustainable economic growth and financial stability were considered. The final part contains recommendations aimed at restoring Ukraine's economic sectors in order to reduce their vulnerability to future financial crises and increase their overall economic potential. У статті здійснено всебічний і глибокий аналіз сутності, видів і причин виникнення фінансової кризи, які здатні загрожувати й окремим національним економікам, і глобальній економічній стабільності. У ході дослідження проаналізовані походження та розвиток фінансових криз, яким, у свою чергу, приділяється особлива увага у зв'язку з тим, що вони набувають дедалі більшого поширення на тлі поглиблення процесів глобалізації та зростаючої інтеграції світових ринків. Особливий акцент зроблено на теоретичних аспектах, зокрема на різних підходах до класифікації фінансових криз, а також на їхніх ключових характеристиках і визначальних факторах, що сприяють їх виникненню й розвитку. Автори розглядають вплив глобальних фінансових криз на макроекономічні показники, включаючи рецесію, нестабільність національних валют, зростання безробіття та загальне зниження економічної активності, які мають довгострокові наслідки для світової економіки. Окрему увагу приділено аналізові впливу фінансової кризи на економіку України з огляду на її специфічні соціально-економічні умови та структурні проблеми, які перешкоджають подоланню кризи. Визначено основні виклики, які стоять перед Україною в умовах фінансової кризи, зокрема низька продуктивність виробництва, нестабільність банківської системи та слабка конкурентоспроможність на світових ринках. У дослідженні також розглянуті стратегії запобігання фінансовим кризам та подолання їх, серед яких – удосконалення регуляторної бази, розробка ефективної макроекономічної політики та посилення ролі держави в управлінні економічними процесами. Крім того, розглянуто міжнародний досвід подолання фінансових криз і можливості його адаптації до українських реалій для забезпечення сталого економічного зростання та фінансової стабільності. Заключна частина містить рекомендації, спрямовані на відновлення секторів економіки України з метою зменшення їхньої вразливості до майбутніх фінансових криз і підвищення загального економічного потенціалу.Item Глобальна конкуренція і політика стримування розвитку: нормативно-інституційні виміри стратегічного суперництва(Київський національний економічний університет імені Вадима Гетьмана, 2025) Панченко, Володимир Григорович; Panchenko, Volodymyr; Резнікова, Наталія Володимирівна; Reznikova, Nataliia; Грод, Михайло Іванович; Hrod, MykhailoУ статті пропонується теоретична інтерпретація глобальної конкуренції як процесу структурного переформатування економічних і технологічних умов розвитку через зміну режимів доступу до ресурсів, ринків і технологій, а також через формування та конкуренцію стандартів і нормативно-інституційних режимів. Такий підхід дозволяє відійти від уявлення про конкуренцію як нейтральне ринкове змагання та розглянути її як політично й інституційно сконструйовану конфігурацію, у межах якої держави та коаліції дедалі активніше впливають на траєкторії розвитку інших акторів. На цій основі здійснюється концептуальне розмежування між конкуренцією та суперництвом, яке тлумачиться як специфічний режим розгортання глобальної конкуренції за умов збереження, але стратегічного перепідпорядкування економічної взаємозалежності. Ключовим аналітичним фокусом статті є політика стримування розвитку, що концептуалізується як системний геоекономічний і нормативно-інституційний режим впливу, спрямований на формування довгострокових асиметрій розвитку, а не на ситуативну корекцію поведінки конкурента. Запропоновано розмежування політики стримування розвитку як родового поняття і стратегій стримування як конкретних логік її реалізації, зокрема стримування через загрозу, стримування у формі довгострокового обмеження можливостей, примус, зворотне стримування або відкат та залучення. Окрему увагу приділено співвідношенню стримування розвитку з політикою дерискінгу та політикою декаплінгу, які інтерпретуються відповідно як проміжний і граничний режими керування економічною та технологічною взаємозалежністю. У статті показано, що реалізація політики стримування розвитку відбувається через поєднання технологічних, фінансових, нормативноінституційних і поведінкових механізмів, включно з регуляторною конкуренцією та формуванням транснаціональних регуляторних режимів, які забезпечують екстериторіальний характер впливу. Фрагментація глобальної економіки інтерпретується не як деглобалізація, а як структурний наслідок цілеспрямованої модифікації глобальної конкуренції в умовах суперництва. Емпіричний аналіз політики стримування Китаю демонструє, як запропонована теоретична рамка дозволяє пояснити сучасні трансформації глобального економічного порядку та логіку управління траєкторіями розвитку у довгостроковій перспективі.Item Кліматичні обмеження економічного зростання як виклики фінансування міжнародних інвестиційних проєктів у сфері циркулярної економіки(Хмельницький національний університет, 2024) Яценко, Ольга Миколаївна; Yatsenko, Olha; Панченко, Володимир; Panchenko, Volodymyr; Іващенко, Оксана Андріївна; Ivashchenko, OksanaМета статті полягає у визначенні впливу кліматичних змін на (макро)економічні взаємозалежності, як то: рівновагу попиту і пропозиції; виробництво і споживання; цінову стабільність; фінансову стабільність тощо. Відзначається, що в умовах глобалізації виробничих мереж і становлення нової географії індустріальної інфраструктури запит на протидію глобальним наслідкам потепління став консолідованою відповіддю світової спільноти на зміни клімату. Розглянуто макроекономічні взаємозалежності, що виникають в процесі впливу технологічних змін (індустріальних революцій) на кліматичні зміни, що формує необхідність в розробці політики адаптації до змін клімату, яка є фінансово витратною та потребує значних інвестицій з тим, аби адекватно протистояти супутнім ризикам (ризики можуть бути безпосередньо пов'язані зі шкодою, заподіяною зміною клімату, «фізичними ризиками», які можуть вплинути на страховий та банківський сектори, на сектор логістичних послуг). Політика пом'якшення наслідків зміни клімату передбачає свідоме обмеження економічної діяльності або впровадження циркулярних моделей в економіці, щоб знизити її вплив на клімат. Альтернативною стає політика зеленого та енергетичного переходу, яка реалізується через впровадження зелених технологій або технологій, заснованих на відновлюваних джерелах енергії, що одночасно сприяють економічному зростанню, але також призводять до зменшення викидів парникових газів. Встановлено, що реалізація стратегій розвитку циркулярної економіки впливає на різні типи викидів: локальні викиди (за інших рівних умов, ЦЕ збільшує викиди, з іншого боку, зниження попиту на нові продукти призводить до зниження глобальних виробничих викидів у висхідних виробничих ланцюжках); територіальні викиди як сума внутрішніх прямих чи споживчих викидів споживачів, викидів вітчизняних підприємств при виробництві продукції для внутрішнього споживання (непрямого) і зовнішнього споживання (експорту); виробничі викиди (включають викиди вітчизняних підприємств у життєвому циклі продукції для внутрішнього споживання (непряме) та зовнішнього споживання (експорт)). Встановлено, що вплив клімату на продуктивність та економічну систему (лінійну чи циркулярну) буде різниться за галузями, всередині галузі та фірмами, залежно від рівня їхнього технологічного розвитку. The purpose of the article is to determine the impact of climate change on (macro)economic interdependencies, such as: supply and demand balance; production and consumption; price stability; financial stability, etc. The globalization of production and supply chains, the formation of a new international division of labor (global production and industrial centers VS global centers of trade in services) leads to a distortion of the geography of greenhouse gas emissions. At the same time, at the level of international institutions and the policies produced by them, the largest consumers of carbon-rich products are mistakenly or deliberately not recognized as responsible for the aggravation of the problem of global warming, instead, the belief of "global responsibility for climate change" has been formed, and thus the internationalization of the policy to combat climate change, adaptation to them and the minimization of their manifestation involves forced greening of monetary and credit and budgetary and tax policies, which, in turn, has a significant impact not only on the macroeconomic environment, but also on other types of policies - structural, industrial, foreign economic, export, energy, etc. The macroeconomic interdependencies that arise in the process of the impact of technological changes (industrial revolutions) on climate change are considered, which creates the need to develop a policy of adaptation to climate change, which is financially costly and requires significant investments in order to adequately resist the accompanying risks (risks can be directly related to the damage caused by climate change, "physical risks" that can affect the insurance and banking sectors, the logistics services sector). The policy of mitigating the consequences of climate change involves the deliberate limitation of economic activity or the introduction of circular models in the economy in order to reduce its impact on the climate. An alternative is the policy of green and energy transition, which is implemented through the introduction of green technologies or technologies based on renewable energy sources, which simultaneously contribute to economic growth, but also lead to a reduction in greenhouse gas emissions. It has been established that the imperative of sustainable development and the green agenda, which are advancing at the level of international economic policy, transform the motivational principles of international capital movement. The circular transition affects various macroeconomic channels, such as investment, savings, consumption, employment, price level, trade, each of which can affect the overall macroeconomic situation and economic (financial, price) stability. From the point of view of price stability, climate change may increase the price of the food basket, which will affect the most vulnerable sections of the population, and may lead to an increase in extreme poverty and destitution, thus provoking new flows of climate migrants. Both the physical manifestations of climate change (climate crises, disasters, droughts, floods, etc. affect the yield of agricultural crops, and changing weather conditions affect the collection and preservation of crops), and climate change policies have a direct and indirect impact on inflation, increasing its volatility. As the risks to financial stability escalate, there is a call for revisions to the targeting approaches of central banks, which are already making changes to their mandates. The existing contradictions between the goals of the Central Bank, which are to achieve financial and price stability, and the circular transition as a component of the green and energy transitions in the EU are highlighted.Item Регуляторна конкуренція в цифровій економіці: нові форми протекціонізму(ДВНЗ «Київський національний економічний університет імені Вадима Гетьмана», 2020) Панченко, Володимир Григорович; Panchenko, Volodymyr; Резнікова, Наталія Володимирівна; Reznikova, Nataliia; Булатова, Олена Валеріївна; Bulatova, OlenaУ статті досліджено регуляторну конкуренцію в постіндустріальній цифровій економіці. Встановлено, що регуляторна конкуренція реалізується засобами неопротекціонізму, імперативом реалізації якого є стимулювання соціально-економічного розвитку та економічного зростання країни шляхом створення нових порівняльних переваг у постіндустріальній цифровій економіці. До форм прояву регуляторної конкуренції в постіндустріальній економіці віднесено: політику заохочення та сприяння розвитку технологій у сфері штучного інтелекту (інноваційний неопротекціонізм); дискримінаційну політику, що обмежує інформаційно-комунікаційні технології та цифрову торгівлю (цифровий неопротекціонізм); політику стримування та обмежування потоків даних (інформаційний неопротекціонізм). Розкрито феномен інноваційного, цифрового й інформаційного неопротекціонізму як складової міжнародної економічної політики країн-лідерів їхнього застосування. Інноваційний неопротекціонізм ідентифіковано як новий тип протекціонізму, який спрямований на підвищення національного інноваційного потенціалу і збільшення експорту передових галузей шляхом маніпулювання глобальною системою торгівлі. Встановлено, шо цифровий неопротекціонізм є інструментом державного втручання, який спрямований на підвищення продуктивної спроможності країни шляхом розвитку нових порівняльних переваг в умовах становлення цифрової економіки, що реалізується через комплекс стимулюючих (заохочення становлення і розвитку нових секторів, що створюватимуть нові засоби виробництва, де вироблятимуться нові товари, надаватимуться нові послуги, а також просуватимуться нові бізнес-моделі) та дискримінаційних (впровадження бар’єрів для цифрової торгівлі, включаючи цензуру, фільтрацію, локалізаційні заходи та регулювання з метою захисту приватності) заходів. Інформаційний неопротекціонізм запропоновано інтерпретувати як політику обмеження інформаційних потоків, що мають комерційну природу, на користь вітчизняних компаній, який зменшує здатність покупців і продавців вступати у взаємодію, а компанії — здійснювати міжнародні торгівельні і фінансові операції. The article examines regulatory competition in the post-industrial digital economy. It has been established that regulatory competition is realized by means of the new forms of protectionism, the neo-protectionism, the imperative of which is to stimulate social and economic development and economic growth of the country by creation of new comparative advantages in the post-industrial digital economy. The forms of manifestation of regulatory competition in the post-industrial economy include: policy to encourage and promote the development of technologies in the field of artificial intelligence (innovative neoprotectionism); discriminatory policies that restrict information and communication technologies and digital commerce (digital neo-protectionism); policy of restraint and restriction of data flows (information neo-protectionism). The phenomenon of innovative, digital and information neo-protectionism as a component of the international economic policy of the countries-leaders of their application has been revealed. Innovative neo-protectionism has been identified as a new type of protectionism that aims to increase national innovation capacity and increase exports of advanced industries by manipulating the global trade system. It has been established that digital neo-protectionism is an instrument of state intervention aimed at increase of a country's productive capacity by development of a new comparative advantages in the digital economy, which is realized through a set of stimulating (encouraging the formation and development of new sectors that will create new means of production, where new products will be produced, new services will be provided, and new business models will be promoted) and discriminatory (implementation of barriers to digital commerce, including censorship, filtering, localization and privacy regulations) measures. Information neo-protectionism has been proposed to be interpreted as a policy of restricting information flows of a commercial nature in favor of domestic companies, which reduces the ability of buyers and sellers to interact, and companies – to carry out international trade and financial transactions.Item Євроінтеграційні імперативи повоєнного відновлення України на засадах сталості: у пошуках джерел фінансування(Хмельницький національний університет, 2024) Яценко, Ольга Миколаївна; Yatsenko, Olha; Дугінець, Ганна; Duhinets, Hanna; Панченко, Володимир; Panchenko, VolodymyrМета статті полягає у дослідженні специфіки фінансування інвестиційних проєктів на засадах сталості і циркулярності, запит на які зростатиме в умовах повоєнного відновлення України, яке відбуватиметься із врахуванням євроінтеграційних імперативів міжнародної економічної політики України. Доведено, що «сталість» є своєрідною рамковою концепцією, яка водночас накладає обмеження і створює можливості для залучення капіталу. В умовах повоєнної відбудови України перспективним стає нарощення в портфелі інвестиційних проєктів тих із них, що орієнтовані на впровадження циркулярних бізнес-моделей, які слугують інструментом реалізації зеленого і циркулярного переходів. Ревізія ланцюгів вартості і поставок із врахуванням «домінанти циркулярності» є імперативом «зеленого» євроінтеграційного курсу. Циркулярна бізнес-модель є інноваційною за своєю природою, відтак інноваційний розвиток і циркулярний перехід солідаризуються. Залучення інвестицій в реалізацію проєктів із управління відходами сприятиме циркулярному і зеленому переходу України. Трансформаційні процеси, що відбуваються у фінансовій сфері під впливом екологізації фінансової політики не лише компаній, але й Центробанків провідних країн світу, засвідчують, що ігнорування чинника сталості й недотримання ESG-критеріїв позначатиметься на кредитних рейтингах установ зокрема і на репутаційних позиціях загалом. «Зелені» фактори дедалі агресивніше визначають спроможність малих і середніх підприємств (МСП) претендувати на грантову підтримку фінансового забезпечення циркулярних і сталих проєктів. Циркулярний, зелений і енергетичний переходи в умовах сталого розвитку виступатимуть універсальним інструментом досягнення багатьох Цілей сталого розвитку (ЦСР), що уможливить залучення фінансових ресурсів із спеціальних фондів, що опікуються розв’язанням глобальних проблем розвитку. Європейський Союз (ЄС), прийнявши амбітні цілі досягнення кліматичної нейтральності, послуговується Європейською зеленою угодою, яка разом із Таксономіями зелених фінансів здатна докорінним чином модифікувати інвестиційний і фінансовий ландшафт, що має бути враховано при виборі інвестиційних проєктів в рамках програм повоєнного відновлення. The purpose of the article is to study the specifics of financing investment projects on the principles of sustainability and circularity, the demand for which will grow in the conditions of post-war reconstruction of Ukraine, which will take place taking into account the European integration imperatives of the international economic policy of Ukraine. It is proven that “sustainability” is a kind of framework concept that simultaneously imposes restrictions and creates opportunities for attracting capital. In the conditions of post-war reconstruction of Ukraine, it becomes promising to increase in the portfolio of investment projects those that are oriented towards the implementation of circular business models that serve as a tool for implementing green and circular transitions. Revision of value and supply chains taking into account the “dominant of circularity” is an imperative of the “green” European integration course.The circular economic model is an innovative platform and ensures sustainable development by moving from a linear model based on consumption and recycling to one in which the service life of products is maximized, natural resources are reused, and materials and waste are minimized. Currently, three distinct cycles of circularity are distinguished, which are gradually becoming wider: closing resource cycles, which is determined by the relatively traditional economic system; slowing down resource cycles and material flows through the continuation and intensification of the use of products to preserve their value and cost over time; narrowing resource cycles through more efficient use of materials, resources and products of the linear system. The transformation processes taking place in the financial sector under the influence of the greening of financial policies not only of companies, but also of the Central Banks of the leading countries of the world, show that ignoring the sustainability factor and non-compliance with ESG criteria will affect the credit ratings of institutions in particular and reputational positions in general. “Green” factors increasingly aggressively determine the ability of small and medium-sized enterprises (SMEs) to apply for grant support for financial provision of circular and sustainable projects. Circular, green and energy transitions in the context of sustainable development will act as a universal tool for achieving many Sustainable Development Goals (SDGs), which will make it possible to attract financial resources from special funds that deal with solving global development problems. Europe strives to become the world's first climate-neutral continent by 2050. The EU must transform into a fair and prosperous society with a modern and competitive economy. This highlights the need for a holistic and cross-sectoral approach, in which all relevant policy areas contribute to achieving the ultimate climate-related goal. The implementation of environmental initiatives at the global, regional, inter-country and macro-, meso-, micro-levels is facilitated by political initiatives of actors at the global, regional and national levels. Therefore, The European Union (EU), having adopted ambitious goals of achieving climate neutrality, uses the European Green Deal, which is fundamentally capable of modifying the investment and financial landscape, which should be taken into account when selecting investment projects within the framework of post-war reconstruction programs. In the process of post-war reconstruction of regions, the challenges of solving the problems of energy security, resource security, water resources management will be on the agenda. Ukraine during the post-war development has all the prerequisites for acquiring the status of a green and circular center of Europe. In the context of decentralization, the coordination of relevant initiatives becomes significantly more complicated: on the one hand, the liberalization of the institutional space provides a lot of flexibility to municipalities and communities, on the other hand, post-war socio-economic development creates a demand for strategic planning of Ukraine's place in the international division of labor, and therefore - strategizing its industrial development on the basis of sustainability. Under these conditions, the European Green Deal can become a kind of strategic framework that will clearly define the standards for greening business principles. It is fully foreseen that attracting financing from EU funds will involve increasing requirements for corporate social responsibility of enterprises.
