Preobrazhenskyi, Oleksandr
Preobrazhenskyi, Oleksandr
The article examines the conceptual foundations and methodological approaches to assessing the operational performance of small enterprises, with a particular focus on the applicability of the Balanced Scorecard (BSC) in conditions of resource constraints and heightened environmental uncertainty. The study clarifies the distinction between performance and efficiency, emphasizing that operational performance should be viewed as the degree to which an enterprise achieves its strategic, financial, and non-financial objectives while ensuring adaptability and resilience. Existing approaches to performance assessment are systematized, and the dominant three-dimensional model of effectiveness by E. Moseng and P. Bredrup is critically reviewed in terms of its relevance for SMEs. Special attention is paid to the methodological limitations faced by small enterprises, including restricted accounting data, simplified management structures, and the need for rapid response to market fluctuations. In this context, the article proposes an adapted BSC framework that incorporates a set of financial and non-financial indicators tailored to the specifics of small trading enterprises. The modified model includes indicators related to financial performance, customer retention and sales dynamics, internal business processes, and employee learning and development. This adaptation expands the analytical potential of the traditional BSC by integrating ratio-based indicators such as turnover-to-cost coefficients and selected measures of labor and administrative efficiency. The proposed methodological toolkit is empirically tested using the case of Ucoffee, a Kyiv-based small enterprise operating in the specialty coffee segment, for the period 2021–2023. The assessment demonstrates the company’s ability to maintain operational stability and improve key performance indicators despite the challenges posed by the wartime economic environment. The findings provide practical recommendations for strengthening the performance management of small enterprises and highlight the opportunities for further refinement of SME-oriented BSC models.
