Досліджено основні законодавчі акти, що регулюють діяльність публічних закупівель. Висвітлено аспекти функціонування системи електронних закупівель в Україні. Проаналізовано динаміку публічних закупівель в Україні за останні роки. Для досягнення поставленої мети були досліджені наукові публікації з публічних закупівель. Доведено, що регулювання державних закупівель у країнах ЄС протягом останніх років стало конкретнішим, поступовішим і системнішим. Відбулися додаткові події з відкриття національних ринків державних закупівель і залучено ширше коло потенційних постачальників. Звичайно, не обійшлося без змін у публічних закупівлях на українському ринку з початку широкомасштабного вторгнення. У статті доведено, що навіть за умови воєнного стану вдалося зберегти достатній рівень конкурентних процедур і забезпечити гнучкі умови функціонування для всіх учасників. На основі проведеного дослідження сформовано можливі кроки з удосконалення системи державних закупівель. The article considers the concept and significance of public procurement, thecurrent state in the Ukrainian market, achievements in recent years and comparison with other countries. The main legislative acts regulating the activities of public procurement are considered. Aspects of the functioning of the e-procurement system in Ukraine are highlighted. The dynamics of public procurement in Ukraine in recent years is analyzed. Regulation of public procurement in the EU countries has become more specific, gradual and systematic in recent years. Одним із різновидів транспортної логістики, що зазнав збитків сьогодні в Україні, є морські перевезення. Морська логістика — невід’ємна складова світового ринку, зокрема й українського. Морська логістика забезпечує надійне перевезення вантажу на далекі відстані. Основним завдання даної статі буде розглянути суттєві зміни морських перевезень в Україні, налагодженість роботи логістики та наслідки воєнного стану. Визначено основні складності доставки вантажів морським транспортом та принципи роботи зернового коридору. The development of transport logistics is important for the effective functioning of the country’s economy, as transport ensures the harmonious operation and development of all branches of the country. One of the varieties of transport logistics that has suffered losses today in Ukraine is sea transportation. Maritime logistics is an integral part of the world market, including the Ukrainian one. It provides reliable transportation of cargo over long distances. Ukraine has an advantageous geographical location of seaports that provide transit cargo flows. In addition, it has a high export potential of mining and agricultural industries, cargo handling capacity and qualified specialists in maritime transportation. Sea ports are an integral part of the country’s transport and production infrastructure, given their location along international transport corridors. Maritime transport services, such as those provided in the field of foreign trade, influence all factors that reflect the development of a market economy. Sea transportation is highly dependent on external conditions. Domestic shipping companies have both opportunities and threats due to the globalization of the market. There is a decrease in the number of ports capable of serving large ships. In order to be competitive, domestic ship owners need to adopt foreign experience. Ukraine has a developed infrastructure of the sea transportation market. However, due to insufficient government attention, most ships operate under foreign flags and there are more and more foreign shipowners. Sea transportation needs simplified taxation, preferential tariffs. It is the maritime logistics infrastructure that contributes to the development of trade around the world. However, with the beginning of the war, the volume of sea transportation of Ukraine decreased significantly. The main task of this article will be to consider the significant changes in sea transportation in Ukraine, the stability of logistics work and the consequences of the state of war on them. Автори аналізують вплив війни на функціонування логістичних систем в Україні та їхню здатність забезпечувати безперервність бізнесу. Особливу увагу приділено аналізу дій компанії щодо розширення мережі як в Україні, так і за її межами, а також її внеску в підтримку економічної стійкості. Досвід компанії демонструє важливість стратегічної стійкості для виживання та розвитку в умовах криз. The article discusses the key strategies for the sustainability of Nova Poshta under martial law. The processes of adapting to new challenges, managing risks and introducing innovations in the company's logistics operations are highlighted. The authors analyse the impact of the war on the functioning of logistics systems in Ukraine and their ability to ensure business continuity. Particular attention is paid to the analysis of the company's actions to expand its network both in Ukraine and abroad, as well as its contribution to maintaining economic resilience. In this article, we explore the concept of digital twins in logistics, their benefits and their role and potential impact on the industry.
