    Економічні передумови та комерційні аспекти оновлення парку електровозів

    В рамках Національної транспортної стратегії України на період до 2030 року, схваленої розпорядженням Кабінету Міністрів України від 30 травня 2018 р. № 430-р. та відповідно до розпорядження Кабінет Міністрів України від 18.03.2024 № 244-р «Про схвалення Плану України» з метою реалізації ініціативи Європейського Союзу «Ukraine Facility» потреба АТ «Укрзалізниця» у електровозах до 2033 року складе до 250 одиниць. Одним із важливих поточних завдань АТ «Укрзалізниця є оновлення парку електровозів. Оскільки, товариство продовжує перевозити важливі вантажі (в тому числі гуманітарні та військові), необхідні для продовження захисту країни, та зважаючи на те, що АТ «Укрзалізниця» буде задіяна у післявоєнній відбудові країни, вкрай важливо підтримати оновлення парку магістральних електровозів. Для реалізації вищезазначеного завдання передбачається залучити кошти позики Європейського банку реконструкції та розвитку у розмірі 300 млн євро під гарантію України. Реалізація проєкту дозволить частково оновити парк електровозів подвійного живлення (до 50 одиниць). Крім того, у рамках спільного із Світовим банком проєкту RELINC АТ «Укрзалізниця» планується придбати до 30 електровозів. Це дасть можливість забезпечити логістичну спроможність та безперебійність роботи залізничної галузі для задоволення транспортної потреби держави та населення. У статті висвітлено та проаналізовано одну із методології оцінки та відбору комерційних пропозицій із закупівлі електровозів для потреб товариства. Представлено двофакторну систему оцінки, що враховує цінові та технічні параметри електровозів з превалюючим акцентом на технічну оцінку предмету закупівлі. Аналізуючи сучасні потреби ключової компанії на ринку вантажних залізних перевезень, постає питання не лише у залученні фінансування для оновлення парку електровозів, а й створення ефективної системи оцінки та відбору переможців тендеру для найкращого використання коштів як для товариства, так і для країни в цілому. Більш того, закупівля нових електровозів дозволить зменшити шкідливий вплив на навколишнє природне середовище за рахунок зниження рівня шумів та викидів продуктів згорання дизельного палива в атмосферне повітря, а також експлуатаційні витрати у порівнянні зі старими електровозами. As part of the National Transport Strategy of Ukraine for the period up to 2030, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 430-r dated May 30, 2018, and in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 244-r dated 18.03.2024 «On Approval of the Plan of Ukraine» in order to implement the Ukraine Facility initiative of the European Union, the need for electric locomotives of JSC «Ukrainian Railways» will be up to 250 units by 2033. Renewal of the electric locomotive fleet is one of the most important current tasks of JSC «Ukrainian Railways». Taking into account the fact that the company continues to transport important cargo that is necessary for the continued defense of the country and given that Ukrainian Railways will be involved in the post-war reconstruction of the country, it is extremely important to support the renewal of the fleet of mainline electric locomotives. To implement the aforementioned task, it is planned to attract a loan from the European Bank for Reconstruction and Development in the amount of EUR 300 million under the guarantee of Ukraine. The project will allow partial renewal of the fleet of dual-power electric locomotives (up to 50 units). In addition, within the joint World Bank project RELINC, Ukrainian Railways plans to purchase up to 30 electric locomotives. This will make it possible to ensure the logistics capacity and uninterrupted operation of the railway industry to meet the transportation needs of the state and the population. The article highlights and analyzes one of the methodologies for evaluating and selecting the bids for the purchase of electric locomotives for the needs of a company. The article presents a two-factor evaluation system that takes into account the price and technical parameters of electric locomotives with a predominant emphasis on the technical evaluation of the procurement item. Considering the current needs of a key company in the rail freight transportation market, the issue is not only to raise funds to upgrade the electric locomotive fleet, but also to create an effective system for evaluating and selecting tender winners to ensure the best use of funds for both the company and the country as a whole. Moreover, the purchase of new electric locomotives will reduce the harmful impact on the environment by reducing noise levels and emissions of diesel combustion products into the atmosphere, as well as operating costs compared to old electric locomotives.

    Міжнародне військово-технічне співробітництво в умовах збройної агресії та пріоритети розвитку оборонної промисловості України

    У статті розглянуто проблему розвитку військово-технічного співробітництва (ВТС) України з іноземними країнами в умовах війни та післявоєнного відновлення в контексті активізації розвитку вітчизняного оборонно-промислового комплексу. Визначено роль ВТС у забезпеченні національної безпеки держави в оборонній та економічній сферах. Здійснено аналіз руйнівних наслідків для сучасного оборонно-промислового комплексу внаслідок військових дій і визначено низку проблемних питань, що заважають подальшому розвитку ВТС і потребують негайного рішення. Підкреслено необхідність вирішення проблеми удосконалення державної політики України у сфері ВТС у напрямі пошуку балансу між посиленням оборонного й збереженням / розвитком економічного потенціалу України в умовах війни та післявоєнного відновлення з урахуванням євроатлантичного вектора її розвитку. Визначено, що невирішеною частиною цієї загальної проблеми є потреба у визначенні шляхів активізації актуальних напрямів співробітництва, забезпечення ефективної діяльності вітчизняних учасників і суб’єктів ВТС. Основними з них вказано такі, що пов’язані з забезпеченням консолідації зусиль всієї вітчизняної промисловості з метою якнайшвидшого відновлення виробничого потенціалу державних і приватних оборонних підприємств в інтересах забезпечення потреб Сил оборони України в ОВТ і боєприпасах та інших технологіях, а також створення у найкоротші терміни нових і розширення існуючих потужностей для збільшення виробництва артилерійських та інших боєприпасів. Крім того, важливими кроками залишаються нарощування спроможностей підприємств ОПК з ремонту вітчизняних та іноземних озброєнь для їх швидкого повернення на поле бою; виробництво різноманітних технічних засобів критично необхідних для технічного і технологічного забезпечення сучасних бойових дій; а також пришвидшення темпу відновлення та технологічної модернізації виробничих потужностей вітчизняного ОПК з метою забезпечення сприятливих умов для його інтеграції до оборонної промисловості країн НАТО і ЄС. Запропоновано основні шляхи щодо активізації ВТС в інтересах відновлення і розвитку потенціалу вітчизняного ОПК. Висвітлено роль ВТС в інтеграції вітчизняного ОПК до оборонної промисловості країн – членів НАТО і визначено роль зміцнення державно-приватного партнерства у розвитку ВТС, а також проаналізовано перші кроки, зроблені державою на цьому шляху. Визначено особливу роль та переваги від створення Агенції оборонних технологій у розвитку ВТС. Підкреслено інноваційні підходи до здійснення ВТС у сферах використання вітчизняних корисних копалин, а також розкрито роль ВТС у розвитку інтелектуального потенціалу працівників сфери ОПК. The article deals with the problem of development of military-technical cooperation (MTC) between Ukraine and foreign countries in the conditions of war and postwar reconstruction in the context of intensification of the development of the national defence industry. The role of MTC in ensuring the national security of the state in the defence and economic spheres is determined. The author analyses the devastating consequences for the modern defence industry as a result of military operations and identifies a number of problematic issues that hinder the further development of the MTC and require immediate resolution. The author emphasises the need to address the problem of improving Ukraine's state policy in the field of military-technical cooperation in the direction of finding a balance between strengthening the defence and preservation/development of Ukraine's economic potential in the conditions of war and post-war recovery, taking into account the Euro-Atlantic vector of its development. It is determined that an unresolved part of this general problem is the need to identify ways to intensify current areas of cooperation, to ensure the effective operation of domestic participants and subjects of the MTC. The main ones are related to: ensuring the consolidation of efforts of the entire domestic industry in order to restore the production potential of public and private defence enterprises as soon as possible in order to meet the needs of the Ukrainian Defence Forces in weapons and ammunition and other technologies, as well as the creation of new and expansion of existing capacities in the shortest possible time to increase the production of artillery and other ammunition. In addition, important steps include: increasing the capacity of defence enterprises to repair domestic and foreign weapons for their rapid return to the battlefield; production of various technical means critical for the technical and technological support of modern warfare; and accelerating the pace of restoration and technological modernisation of the domestic defence industry's production capacities to ensure favourable conditions for its integration into the defence industry of NATO and the EU. The main ways to intensify MTC in the interests of restoring and developing the potential of the national defence industry are proposed. The role of MTC in the integration of the national defence industry into the defence industry of NATO member states is highlighted, and the role of strengthening public-private partnership in the development of MTC is defined, as well as the first steps taken by the state on this path are analysed. The special role and benefits of the Defence Technology Agency in the development of MTC are identified. New innovative approaches to the implementation of MTC in the areas of using domestic minerals are emphasised, and the role of MTC in the development of the intellectual potential of defence industry employees is revealed.
