    Вища освіта в Україні в умовах воєнного стану: виклики та пріоритети

    У статті досліджено особливості розвитку вищої освіти в Україні в умовах воєнного стану. Визначено, що викликами для вищої освіти України в умовах воєнного стану, є: невідповідність системи вищої освіти потребам економіки; слабка інтеграція у світовий освітній простір; незадовільний стан кадрового забезпечення університетів; незадовільний рівень матеріального та фінансового забезпечення; неефективність управління вищою освітою; загроза життю і здоров’ю здобувачів та персоналу закладів вищої освіти; відсутність можливостей рівного доступу до вищої освіти, порушення безперервності навчального процесу; масштабні руйнування та пошкодження інфраструктури; вимушене переміщення закладів вищої освіти. Здійснено класифікацію ризиків вищої освіти за такими групами: політико-правові, соціально-економічні, фінансові, кадрові, організаційно-технічні, безпекові. Встановлено, що в умовах воєнного стану та післявоєнного відновлення пріоритетними завданнями розвитку вищої освіти України, є: забезпечення інтеграції системи вищої освіти у світовий освітній простір; сприяння високому рівню кооперації між освітніми та науковими установами; формування системи оцінювання якості освіти; покращення фінансування і управління вищою освітою; розвиток інноваційного середовища разом із роботодавцями та бізнесом; прогнозування потреб ринку праці; удосконалення форм здобуття вищої освіти; наукової та науково-технічної діяльності у закладах вищої освіти; впровадження нових освітніх технологій. The article studies the peculiarities of the development of higher education in Ukraine under martial law. It was determined that the challenges for the higher education of Ukraine in the conditions of martial law are: inconsistency of the higher education system with the needs of the economy; weak integration into the global educational space; distortions in the formation of the contingent of acquirers; the unsatisfactory state of university staffing; unsatisfactory level of material and financial support; inefficiency of higher education management; threat to life and health of applicants and staff of higher education institutions; lack of opportunities for equal access to higher education, violation of the continuity of the educational process; large-scale destruction and damage to infrastructure; forced relocation of higher education institutions. Risks of higher education were classified according to the following groups: political-legal, socio-economic, financial, personnel, organizational-technical, security. It was established that in the conditions of martial law and post-war reconstruction, the priority tasks of the development of higher education in Ukraine are: ensuring the integration of the higher education system into the world educational space; promotion of a high level of cooperation between educational and scientific institutions; formation of a system for evaluating the quality of education; improvement of financing and management of higher education; development of an innovative environment together with employers and business; forecasting labor market needs; improvement of forms of obtaining higher education; scientific and scientific and technical activities in institutions of higher education; as well as the development of smart specializations and Industry 4.0 clusters. Higher education in Ukraine faces many challenges that need to be solved, including creating conditions for learning in conditions of war and forced migration, fighting corruption, ensuring European integration processes and taking into account globalization trends.

    Здійснено теоретичне обґрунтування ролі управлінських компетентностей керівництва закладів вищої освіти в Україні у забезпеченні її якості. Наведено визначення і виділено основні управлінські компетентності керівників закладів вищої освіти та їх підрозділів, важливі для забезпечення якості освітніх послуг у кризових умовах Запропоновано основні методичні підходи до оцінювання та самооцінювання управлінських компетентностей керівництва цих закладів, спрямованих на виявлення власних сильних і слабких сторін та визначення на цій підставі сфер та засобів особистісного розвитку. The role of managerial competences of Ukrainian higher education institutions' administration in ensuring higher education quality is theoretically substantiated. The main managerial competences of administrators of higher education institutions and their subdivisions, important for ensuring the quality of educational services in crisis conditions, are defined and highlighted. The main methodological approaches to the evaluation and self-evaluation of these institutions' administrators' managerial competences aimed at identifying their own strengths and weaknesses and determining the areas and means of personal development on this basis are proposed.
