    Аналіз стану та ефективності функціонування агроформувань у сучасних умовах

    У статті обґрунтовано теоретичні основи розвитку агроформувань та їх вплив на розвиток сільських територій. Визначено, що функціонування сільськогосподарських підприємств в умовах ринкових відносин є дуже складним і довгостроковим у фінансово-кредитному відношенні. Неналежна державна підтримка сільському господарству гальмує розвиток реформ і має невеликий досвід роботи в ринкових умовах, це все створює негативні тенденції розвитку сільського господарства країни. В результаті відбувається скорочення виробництво сільськогосподарської продукції та моральний знос основних фондів. Обґрунтовано, що пріоритетним напрямом інноваційної діяльності в аграрному секторі є впровадження найбільш перспективних агротехнологій і на їх основі підвищення продуктивності виробництва з метою зниження собівартості одиниці продукції та посилення конкурентоспроможності на внутрішньому та світовому ринку. Розроблено наукові пропозиції щодо перспективних напрямів та організаційних форм інтегрованих агропромислових формувань, які можуть бути успішними в умовах сучасних викликів і загроз, а також задовольняти економічні та соціальні інтереси їх суб’єктів. The article substantiates the theoretical foundations of the development of agricultural formations and their influence on the development of rural areas. It was determined that the functioning of agricultural enterprises in the conditions of market relations is very complex and long-term in financial and credit terms. Inadequate state support for agriculture, slows down the development of reforms and has little experience of working in market conditions, all this creates negative trends in the development of the country's agriculture. As a result, there is a reduction in the production of agricultural products and the moral wear and tear of fixed assets. The purpose of the article is to identify positive trends and restraining factors in the development of agricultural formations and their impact on the development of rural areas; identification of positive trends and restraining factors in the development of modern agrarian formations and their further development; development of scientific proposals regarding promising directions and organizational forms of agro-industrial formations that can be successful in the conditions of modern challenges and threats. The significant obstacle to the successful development and functioning of the agricultural sector in Ukraine is the imperfection of normative and legal measures regarding the country's agrarian policy. Therefore, it is necessary to prepare a legislative framework that will be able to protect the interests of agricultural producers by making changes to it. The specificity of the functioning of the organizational and legal mechanisms supporting the development of the agricultural sector of Ukraine today is the lack of full financial support for the laws that are being adopted. Non-implementation of adopted laws and other legal acts is already observed, that is, low executive discipline on the part of state authorities. It is substantiated that the priority direction of innovative activity in the agricultural sector is the introduction of the most promising agricultural technologies and, based on them, increasing productivity with the aim of reducing the unit cost of production and strengthening competitiveness on the domestic and global markets. Scientific proposals have been developed regarding promising directions and organizational forms of integrated agro-industrial formations that can be successful in the conditions of modern challenges and threats, as well as satisfy the economic and social interests of their subjects.

    Формування стратегічних орієнтирів розвитку аграрного бізнесу в умовах змін інституційного середовища

    У статті розкрито сучасні підходи до формування стратегій розвитку підприємств агропромислового комплексу в умовах економічної нестабільності, посиленої конкуренції та інституційних трансформацій. Визначено, що ефективне стратегічне управління в АПК потребує системного використання адаптивних механізмів, що охоплюють аналітичну, нормативну та управлінську складові. Запропоновано структурну модель стратегування, яка враховує особливості галузі та забезпечує циклічний характер стратегічного процесу з постійним моніторингом і коригуванням цілей. Проведено порівняльний аналіз стратегічних пріоритетів підприємств різного масштабу, що засвідчив домінування орієнтації на зростання та інновації у великих підприємствах, тоді як малі переважно обирають стратегії стабілізації. Обґрунтовано доцільність використання багатофакторної системи показників ефективності реалізації стратегій, з урахуванням фінансових, технологічних та екологічних критеріїв. Результати дослідження можуть бути використані у практиці стратегічного планування в АПК, а також у розробці державної політики підтримки різних типів аграрних підприємств. The article presents an approach to the formation of strategic development guidelines for agribusiness in Ukraine under the conditions of institutional transformation caused by war, decentralization, and regulatory reforms. The relevance of the research stems from the need for post-war recovery of the agricultural sector and the enhancement of its resilience to internal and external challenges. The study proposes a strategic planning model based on the forecasting of institutional changes, which integrates regional characteristics, the potential for cooperation with territorial communities, and the scope of state support mechanisms. The methodology is grounded in simplex modeling and the use of integrated performance indicators, including the internal rate of return (IRR), net present value (NPV), and a partnership interaction index. The model was applied to evaluate four development scenarios for the period 2024–2028: “institutional breakthrough,” “gradual development,” “regional imbalance,” and “institutional instability.” The empirical section includes a comparative analysis of an agribusiness platform in Vinnytsia region (Ukraine) and agricultural cooperatives in Lublin Voivodeship (Poland), highlighting the importance of institutional stability and cooperation with local authorities. The study identifies six priority directions for enhancing strategic management in Ukraine’s agrarian sector: institutional adaptation of strategies, deeper collaboration with local communities, regional diversification of planning tools, integration of innovation and digitalization, targeted public support, and decentralized financial mechanisms. A sensitivity analysis demonstrates the relative vulnerability of each scenario to fluctuations in institutional conditions and investment risks. The results may be applied in national agricultural policy design, the formation of corporate strategies by agroholdings, and the development of regional support programs.
