Визначено напрями використання штучного інтелекту: автоматизація адміністративних процесів, аналіз і прогнозування ризиків, оптимізація ресурсів, персоналізована комунікація, стратегічне планування та управління командами. Запропоновано алгоритм адаптації технологій штучного інтелекту, що охоплює етапи від визначення пріоритетів до моніторингу результатів. Окреслено перспективні інноваційні рішення: машинне навчання, DSS-системи, блокчейн-управління, цифрові платформи та аналітичні інструменти, які сприятимуть сталому розвитку громад і підвищенню якості життя населення. The article substantiates the necessity of applying artificial intelligence (AI) technologies as a digital tool for the project-based approach in local governance. Local self-government plays a critical role in ensuring the functioning of communities, particularly during the current crisis caused by the Russian military invasion. Integrating modern AI-based management approaches enhances process automation, big data analysis, and resource optimization, improving efficiency. The study identifies key directions for AI application in local governance: project planning, control, and timeline management through analytics services; risk analysis and forecasting via machine learning algorithms; task automation for project execution; resource optimization using efficiency indicators; personalized communication with virtual assistants, chatbots, and digital democracy tools; intelligent HR services for team coordination; and informed decision-making based on big data analysis with reduced risks. An algorithm for AI adaptation in local selfgovernment has been proposed, encompassing stages such as task identification, data analysis for decision-making, process automation, resource monitoring, risk management, and personnel training. Examples of AI tools at the local level include «smart city» services for infrastructure monitoring, transportation optimization, and waste management; digital participation tools for public opinion analysis; and intelligent systems for strategic planning and tax procedure simplification. The study highlights the ethical implementation of AI with data protection and its benefits, including time savings, transparency, resource optimization, and enhanced communication. Prospective technologies include machine learning, natural language processing, computer vision, big data analysis, blockchain governance, and smart platforms for digital participation. Методика дослідження ґрунтується на контент-аналізі інструментів фінансування екологічного розвитку в ЄС, їх порівнянні та науковому узагальненні для обґрунтування подальших пріоритетів реалізації стратегії ЄС «Європейський зелений курс». Авторами досліджено моделі управління фінансовими ресурсами в ЄС ? пряме, спільне та непряме управління. Встановлено, що держави – члени ЄС та їхні компетентні органи розробляють власні національні програми, координують відбір проєктів, а також забезпечують оперативне управління такими програмами та здійсненням платежів. У статті показано, що найбільш вживаним фінансовим інструментом, який використовується в рамках програм і фондів ЄС для надання фінансових коштів, є гранти. Встановлено, що останнім часом у деяких сферах політики ЄС (насамперед, у регіональній, підприємницькій та інноваційній) активно розвиваються такі інструменти, як бюджетні гарантії та банківські інструменти фінансування (позики, кредитні гарантії, інвестицій в акціонерний капітал), які націлені переважно на прибуткові та економічно життєздатні проєкти. У сучасному плановому фінансовому періоді з 2021 р. по 2027 р. більшість фінансових програм і фондів ЄС мають екологічну складову. Водночас низка програм ЄС створені спеціально для цілей сталого розвитку, екологізації виробництва, запобігання та адаптації до змін клімату, а також захисту навколишнього природного середовища, серед яких програма «LIFE», Інноваційний фонд, Фонд справедливого переходу та Фонд модернізації. Авторами показано, що інструменти фінансування екологічного розвитку в ЄС охоплюють широке коло потенційних бенефіціарів, до складу яких входять не лише державні органи та бізнес-сектор, але й дослідницькі установи та громадські організації. The aim of the article is to scientifically substantiate the role of modern EU financing instruments in stimulating ecological development. The research methodology is based on the content analysis of ecological development financing instruments in the EU, their comparison and scientific generalization to substantiate further priorities for the implementation of the EU strategy «European Green Deal». The authors have examined the models of management of financial resources in the EU – direct, joint and indirect management. It is found that the EU Member States and their competent authorities develop their own national programs, coordinate the selection of projects, as well as ensure the operational management of such programs and the implementation of payments. The article shows that the most used financial instrument used within the framework of the EU programs and funds for the provision of financial resources are grants. It is determined that recently in some areas of the EU policies (first of all, in regional, entrepreneurial, and innovation) such instruments as budget guarantees and bank financing instruments (loans, credit guarantees, equity investments) have been actively developing, aimed mainly at profitable and economically viable projects. In the current planned financial period from 2021 to 2027, most EU financial programs and funds have an ecological component. At the same time, a number of the EU programs are created specifically for the purposes of sustainable development, greening of production, prevention and adaptation to climate change, as well as environmental protection, including the LIFE program, the Innovation Fund, the Just Transition Fund and the Modernization Fund.
