    Становлення інституту омбудсмена в Україні

    У роботі проаналізовано сучасний стан наукових досліджень інституту омбудсмена та виявлено ключові теоретичні підходи й тенденції його розвитку. Визначено особливості понятійно-категоріального апарату дослідження інституту омбудсмена в системі науки державного управління. Досліджено світові моделі інституту омбудсмена та окреслено загальні тенденції й специфіку їх реалізації в різних країнах. Охарактеризовано інституційні моделі спеціалізованих і регіональних омбудсменів у міжнародній практиці, визначено механізми взаємодії та практичні особливості їх функціонування. Оцінено процес інституціоналізації інституту омбудсмена в Україні, виокремлено його основні переваги та недоліки. На основі проведеного дослідження сформульовано практичні рекомендації щодо підвищення ефективності функціонування інституту омбудсмена в Україні. The study analyzes the current state of scientific research on the institution of the ombudsman and identifies key theoretical approaches and development trends. It defines the conceptual and categorical framework for studying the ombudsman institution within the field of public administration. Global models of the ombudsman institution are examined, and general trends as well as the specifics of their implementation in different countries are outlined. The institutional models of specialized and regional ombudsmen in international practice are characterized, with mechanisms of interaction and practical aspects of their functioning identified. The process of institutionalization of the ombudsman institution in Ukraine is assessed, highlighting its main advantages and shortcomings. Based on the analysis conducted, practical recommendations for improving the effectiveness of the ombudsman institution in Ukraine are proposed.
