dc.description.abstractВ статті на основі теорії адміністративного права та діючого законодавства розкрити місце і роль адміністративного контролю (нагляду) у діяльності МВС України. Доведено, що контроль у діяльності МВС України є важливою і невід’ємною складовою для забезпечення ефективності законності у діяльності підрозділів та посадових осіб центрального апарату, Національної поліції, Державної прикордонної служби України, Національної гвардії, служби цивільного захисту МВС України. Основне призначення контролю полягає в перевірці та обліку того, як контрольовані об’єкти в даному випадку, як зовнішні та внутрішні виконують покладені на них завдання та адміністративні обов’язки. Національна поліція здійснює контроль за безпекою дорожнього руху та дотриманням учасниками правил дорожнього руху, за дотриманням вимог законів та інших нормативно-правових актів у різних сферах, включаючи опіку та піклування над дітьми, зберігання і використання зброї, спеціальних засобів, режиму радіаційної безпеки та інші. Функцію контролю за дотриманням порядку вигулу домашніх тварин у громадських місцях та здійснює заходи для запобігання жорстокого поводження з тваринами. Вона здійснює адміністративний нагляд за особами, звільненими з місць позбавлення волі. Одночасно щодо підрозділів та посадових осіб Національної поліції здійснюється громадський контроль. Державна служба України з надзвичайних ситуацій забезпечує контроль за готовністю авіаційних сил та засобів пошуку і рятування до проведення пошуково-рятувальних операцій. Вона виконує державний нагляд і контроль у сфері пожежної та техногенної безпеки, а також за додержанням вимог під час будівництва об’єктів. Контролює стан навколишнього природного середовища, санітарно-гігієнічну та епідемічну ситуацію. Відповідає за створення та використання матеріальних резервів для запобігання та ліквідації наслідків надзвичайних ситуацій. Державна прикордонна служба України виконує контрольні функції щодо охорони державного кордону. Це включає в себе виявлення та протидію незаконним перетинанням кордону осіб, транспортних засобів, та переміщенню через кордон незаконних вантажів. Контроль за дотриманням прикордонного режиму. Здійснює протидію незаконній міграції та торгівлі людьми. Забезпечує безпеку та контроль за рухом зброї та інших особливо небезпечних матеріалів та речовин. The article, based on the theory of administrative law and current legislation, reveals the place and role of administrative control (supervision) in the activities of the Ministry of Internal Affairs of Ukraine. It has been proven that control over the activities of the Ministry of Internal Affairs of Ukraine is an important and integral component for ensuring the effectiveness of legality in the activities of units and officials of the central apparatus, the National Police, the State Border Service of Ukraine, the National Guard, and the Civil Protection Service of the Ministry of Internal Affairs of Ukraine. The main purpose of control is to check and record how controlled objects in this case, how external and internal perform the tasks and administrative duties assigned to them. The National Police monitors traffic safety and compliance by participants with traffic rules, compliance with the requirements of laws and other regulatory acts in various areas, including custody and care of children, storage and use of weapons, special equipment, radiation safety regime, and others. The function of monitoring compliance with the procedure for walking pets in public places and takes measures to prevent animal cruelty. It carries out administrative supervision of persons released from places of deprivation of liberty.At the same time, the units and officials of the National Police are subject to public control. The State Service of Ukraine for Emergency Situations provides control over the readiness of aviation forces and means of search and rescue for conducting search and rescue operations. It performs state supervision and control in the field of fire and man-made safety, as well as compliance with requirements during the construction of facilities.Monitors the state of the natural environment, sanitary-hygienic and epidemic situation. Responsible for the creation and use of material reserves for the prevention and elimination of the consequences of emergency situations. The State Border Service of Ukraine performs control functions regarding the protection of the state border. This includes detecting and countering the illegal crossing of the border by persons, vehicles, and the movement of illegal goods across the border. Control over compliance with the border regime. Fights against illegal migration and human trafficking. Ensures safety and control over the movement of weapons and other particularly dangerous materials and substances.
